Base Pay Range

$30.05/hr - $32.21/hr

Summary

The Workforce Development Consultant is pivotal in developing and implementing strategic initiatives for the Center of Excellence (COE), a crucial part of the Los Angeles County American Job Center of California system. This role involves conducting outreach and engaging with businesses to understand their needs and align workforce services to facilitate the hiring of justice-involved individuals, promoting economic mobility for this population.

The position is responsible for analyzing and disseminating labor market information (LMI) to advise local workforce boards and businesses. The ideal candidate will have a deep understanding of the challenges faced by justice-involved individuals and the ability to effectively communicate insights to various stakeholders, including industry sector groups, chambers of commerce, economic development organizations, and the AJCC network.

Essential Duties and Responsibilities
  • Analyze the specific needs, challenges, and barriers to employment for justice involved population.
  • Stay current on labor market trends, economic changes, and policy developments that may impact workforce development efforts.
  • Design customized workforce development programs, including job readiness training, soft skills development, and vocational training, tailored to the needs of the target population.
  • Facilitate meetings and workshops to discuss labor market trends, workforce challenges, and potential solutions.
  • Create and implement personalized re-entry plans that address unique circumstances and goals.
  • Advocate for the needs of the targeted population within the community, raising awareness about their barriers to employment and the value they bring to the workforce.
  • Conduct outreach efforts to encourage participation in workforce development programs and to promote inclusive hiring practices.
  • Work closely with correctional facilities, probation and parole officers, community organizations, and other stakeholders to ensure comprehensive support for clients.
  • Educate employers about the value of hiring individuals from the targeted population and work with them to create inclusive workplaces.
  • Provide employers with resources, training, and best practices to help them integrate employees from these populations successfully.

  • Must be a self-starter and committed to completing tasks timely.

  • Local travel 40%.
  • Bilingual Spanish preferred.
Education and/or Experience
  • Bachelor’s degree in social work, Criminal Justice, Psychology, or a related field from an accredited college or university. The degree requirement may be substituted for eight (8) years of professional work experience.
  • A minimum of two (2) years of experience in a role that required analyzing local and regional economic conditions and workforce development policies.
  • Experienced working with adults in the workforce system and those disconnected from services highly preferred.
