Community Education Specialist 2 (CES
2) – location:
University of California Cooperative Extension Office, part of the 4‑H Youth Development Program (4‑H YDP). 4‑H YDP is the largest youth‑serving organization in the U.S. The CES 2 coordinates and monitors daily 4‑H Youth Development Program activities in UCCE Contra Costa County, supporting program expansion, outreach, recruitment, compliance with 4‑H and UC ANR policies, conflict resolution, and volunteer training.
Position type: limited‑term appointment, 40% full‑time, ending five months from hire. Flexible hybrid work arrangements available for California residents.
Pay Scale: $24.76–$32.90 per hour.

Key Responsibilities Program Liaison and CoordinationOversee local 4‑H YDP activities to ensure safe, consistent, and positive youth development implementation. Ensure programs are welcoming, accessible, and responsive to diverse communities. Monitor compliance with university and 4‑H policies, provide direct liaison to volunteers, youth, and community partners, and offer training and support using approved materials (e.g., Thrive, online enrollment systems). Support new 4‑H programs, including club chartering and paperwork.
Disseminate information via website, emails, social media, newsletters, blogs, etc. Champion multiple delivery models to engage all youth, serve as liaison to local schools, youth‑based and culturally diverse organizations, and represent 4‑H YDP publicly.
Monitor enrollment accuracy, approve youth and volunteer enrollments, recruit and train enrollment coordinators, screen volunteer applications, ensure DOJ/FBI fingerprinting and required trainings, and maintain all records per UC ANR and 4‑H retention guidelines.
Program Expansion, Outreach, and RecruitmentPromote and expand 4‑H programs, develop outreach plans to increase participation, assess underserved communities, and deliver educational programs in Spanish and English. Assist clubs with outreach to meet affirmative action requirements and diversify membership.
Facility Use Agreements and Policy Compliance ReviewProvide technical support for event coordination, monitor policy compliance (facility use agreements and risk management), process requests, and respond to inquiries. Ensure volunteers receive education on conflict management and disciplinary actions as needed.
Fiscal Review and ComplianceReview and approve unit budgets and fundraising forms, monitor monthly bank statements for compliance, take corrective action, and assist units with year‑end financial reporting.
CommunicationsMaintain county social media, create recruiting flyers and educational materials (using Canva, Microsoft Office, or other design software), manage enrollment software and Excel data, and update 4‑H websites.
ReportsAssist in preparing annual plans, county reports, grant and funding reports, progress reports, and end‑of‑year accomplishment reports. Assist the Regional Program Coordinator with affirmative action and other UC/4‑H reports.
All Other DutiesDuties vary by county; percentages will be provided by supervisor.
Requirements- Associate degree in a related field and/or equivalent experience/training in personnel management, youth development, program management, volunteer management, training professionals, and workshop facilitation.
- Experience working with diverse communities and commitment to serving everyone.
- Demonstrated success teaching and working with diverse youth, families, and volunteers; knowledge of community educational program delivery.
- Familiarity with community‑based agencies and experience collaborating with multiple organizations.
- Strong understanding and communication of departmental and organizational policies and procedures; ensure compliance.
- Knowledge of needs assessment.
- Good analytical skills to address program needs via training program development.
- Excellent verbal, written, and interpersonal communication.
- Presentation skills.
- Proficiency in Windows‑based computers and Microsoft Office (Excel, Word, PowerPoint).
