Local Building Inspector
The Town of Concord’s Building Division seeks a Local Inspector to administer and enforce building codes, architectural access regulations, zoning and sign bylaws, and decisions of local Boards and Commissions. Candidates must have excellent interpersonal skills and effective written and verbal communication skills. The role requires strong knowledge of laws, regulations, policies and standards related to building inspections, standard requirements for building construction, fire prevention, light, ventilation and safe egress, and associated equipment and materials.
Massachusetts certification as a Local Inspector is required within 18 months of hire.
Starting salary range: $80,433.00 – $96,125.60 per year, based on qualifications. This is a full‑time position with a complete benefits package.

Appointment of the final candidate will be contingent upon the results of pre‑placement conditions including credit, criminal and motor vehicle record checks, a physical exam, and a drug screening.
Costs for these pre‑placement requirements will be borne by the Town.

Under the general supervision of the Building Commissioner, the Local Inspector enforces state building codes and town zoning regulations, reviews permit applications, issues permits, and performs inspections. The incumbent is responsible for maintaining and improving the efficiency and effectiveness of all areas under the position’s direction and control, with a strong emphasis on detailed knowledge, judgment, and initiative.
Essential Job Functions- Administers and enforces building codes, architectural access regulations, zoning and sign bylaws, Planning Board site plans, and decisions of the Zoning Board of Appeals, Historic District Commission, and Historical Commission.
- Reviews applications and plans, coordinates with other departments to ensure completeness, issues permits and certificates, determines and collects fees, and conducts field and safety inspections.
- Inspects various local businesses, childcare facilities, schools, nursing homes, and hospitals on an annual basis, and makes recommendations to the Select Board concerning the issuance and renewal of liquor, innkeeper, lodging house, motor vehicle, taxicab, and common victualer licenses.
- Performs housing inspections with the Board of Health.
- Assists the public in resolving building construction and zoning issues by consulting with owners, contractors, tradespeople, and applicants to achieve required compliance and providing interpretations of relevant laws, bylaws, codes, and regulations.
- Refers complex cases requiring major enforcement activity to the Building Commissioner for review of recommended action plans and coordinates with other town departments for inspections during construction.
- May consult with owners, contractors, architects, engineers, and attorneys to explain division rules and regulations, answer questions, address concerns, and achieve compliance.
- Conducts inspections and issues Certificates of Occupancy; documents all inspections.
- Contacts contractors or residents who have failed to complete required inspections, answers phones, and schedules inspections for building, electrical, and plumbing inspectors.
- Performs special projects and related responsibilities as initiated and requested.
- Performs other related duties as directed or as the situation dictates.
- Regular attendance at the workplace is required.
