PROGRAM SPECIALIST I - CONTRACTS

$22.50/hour - $30.02/hour

SUMMARY

To provide coordination for the implementation of the Department of Transportation’s procedures for advertising of all Federal and State funded highway, bridge, public works, low bid Technical Services Contracts and specialty projects. Prepares contract documents for execution and Governor and Council consideration. Advises and makes recommendations to various Department Bureaus, Attorney General’s Office as well as the contracting industry.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS

Education/

Experience:

Associate's degree and 2 years of experience OR equivalent combination of 4 years of education and experience after completion of high school. Combination of education and experience in accounting, business management, finance, business administration, economics or related field. Responsible for planning, monitoring programs or performing research.

License/Certification:

PREFERRED QUALIFICATIONS

Computer proficiency in Access, Excel, Monarch, NT Windows. Considerable knowledge of the organization and operations of the department or agency in which position is assigned. Considerable knowledge of the principles of administrative work. General knowledge of current literature in specialized field of work. Ability to write technical information. Ability to communicate effectively in oral and written form. Ability to establish and maintain effective relationships with governmental officials, other employees and the general public.

Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

RESPONSIBILITIES

Implements and interprets contract procedures as promulgated by Code of Federal Regulations, 23 Highways, Part 635 Construction and Maintenance as to Contract Procedures, 635 and ensures proper Davis Bacon wage determinations are included per 29 CFR.

Acts as Pre-qualification Administrator in his/her absence in providing assistance in completion of applications and in the interpretation of Chapter Tra 400, Prequalification of Contractors and in the issuance of contract bid documents and assists the Commissioner at weekly bid openings.

Communicates and assists contractors, bonding, insurance company and the Attorney General’s Office as to correct contract requirements and required certifications. Advises other Bureaus in the correct procedure for advertising low bid contracts and assembles them to ensure all proper documentation…
