At Catapult, we are supporting our member, Water and Sewer Authority of Cabarrus County, in their search for an Assistant Engineering Director.
This is a fully onsite role in Concord, NC. Local & non-local candidates are encouraged to apply.

Summary

The Assistant Engineering Director will perform difficult professional work relating to the planning, design, and construction of WSACC wastewater transmission/treatment facilities, providing WSACC technical lead and project management for major expense and capital improvement projects, organizing, analyzing and directing the operation of the wastewater collection system, interacting with staff and local government officials from jurisdictions/entities serviced by WSACC facilities, coordinating with local, State, and Federal regulatory agencies on WSACC projects/activities, and related work as apparent or assigned.

Work is performed under the general direction of the Engineering Director. Departmental supervision is exercised over all personnel within the department.

Key Responsibilities:
  • Lead and manage the planning, design, and construction of wastewater transmission and treatment facilities.
  • Provide technical lead and project management for major capital improvement projects and initiatives.
  • Organize and direct the operation of the wastewater collection system.
  • Interact with staff and local government officials from jurisdictions/entities served by WSACC facilities.
  • Coordinate with local, state, and federal regulatory agencies to ensure compliance with all requirements.
  • Provide departmental supervision for all personnel within the department.
  • Perform additional tasks as assigned or necessary to meet departmental goals.
Competencies &

Experience:

  • Comprehensive knowledge of civil engineering principles, practices, and theory, including contract management.
  • Thorough understanding of wastewater treatment and collection systems, including construction, equipment, and materials used in these systems.
  • Expertise in process implementation related to data integration into flow acceptance systems.
  • In-depth knowledge of wastewater treatment plant operations, including the round-the-clock maintenance of equipment and systems.
  • Strong understanding of standard laboratory tests and procedures used in water/wastewater treatment plants.
  • Familiarity with hydraulics, chemical, and mechanical principles critical to wastewater treatment.
  • Knowledge of applicable laws, ordinances, and regulations at the federal, state, and local levels.
  • Strong skills in computer networking and control systems, with the ability to troubleshoot and repair mechanical equipment issues.
  • Ability to interpret laboratory test results and make adjustments to plant operations.
  • Proficient in communication, both oral and written, for complex instructions and project coordination.
  • Ability to foster strong working relationships with regulatory officials, contractors, associates, and the public.
Education
  • Bachelor's degree in chemistry, biology, environmental engineering, civil engineering, or a related field.
  • Extensive experience in treatment plant management or water/wastewater engineering.
  • Supervisory experience and moderate experience in wastewater engineering project design.
  • Extensive experience in engineering plan review, construction administration, project coordination, bid coordination, and contract administration.
Licenses/Certifications:
  • Possession of NC Wastewater Treatment Plant Operator certification desirable.
  • Possession of NC Wastewater Collection System Operator certification desirable.
  • Possession of NC Professional Engineer license.
  • Maintain the required continuing education credits for certification annually.
  • Valid driver's license in the State of North Carolina.
