In this region (Region #7 and the ten consortium districts within our area: SCESD, Myrtle Point, North Bend, Port Orford, Reedsport), candidates are invited to complete an electronic application and participate in interviews with District Representatives.
Per Teachers Standards and Practices Commission (TSPC), all Restricted Substitutes must obtain and maintain district sponsorship to qualify for licensure. You must complete the application process and secure a sponsoring district to co-apply.

Restricted Substitute Teaching License
- The license permits substitute teaching in Oregon public K-12 classrooms with district sponsorship required.
- Valid for substitute teaching in any Oregon K-12 classroom to replace a teacher temporarily unable to work.
- Valid for substitute assignments in any Oregon school district, including Education Service Districts.
- Any single assignment on the license may not exceed 10 consecutive days.
The length/renewal of the license includes:
- First license valid through June 30 of the school year issued; extensions possible for applications received after January 1.
- Renewal may be granted; renewed license is valid for three years.
- Continued renewal requires active licensure with the sponsoring district and compliance with renewal rules.
- To be eligible to apply, applicants must:
- Be at least eighteen years old and maintain good moral character and health for employment as an educator;
- Hold a bachelor’s degree or higher from an accredited institution (or equivalent foreign degree as recognized for licensure);
- Pass all required criminal and professional background checks;
- Obtain a passing score on a Commission-approved test of knowledge of U.S. and Oregon civil rights and professional ethics;
- Submit a complete application including: district sponsorship letter, fingerprints (if not previously cleared), evidence of the required test scores, transcripts, and payment of fees.
- Renewal requirements include a sponsorship letter, demonstration of ongoing competencies, and submission of renewal materials as specified.
- Emergency Teaching License:
Districts may apply for an Emergency Teaching License with a substitute endorsement for assignments exceeding ten consecutive days if permanent licensure is not available, per governing rules.
