About You/What We Are Looking For

The City of Coquitlam is seeking an experienced and forward‑thinking Senior ICT Project Manager to help lead some of the organization’s most significant technology modernization and digital transformation initiatives. Reporting to the Manager, ICT Project Management, this role is responsible for leading complex, enterprise‑wide projects that support the City’s strategic priorities and enhance how services are delivered to our community.

Working across departments, you will partner with business leaders, subject matter experts, vendors, and executive sponsors to deliver high‑impact projects that drive innovation, modernization, and organizational change. The successful candidate will have experience delivering enterprise technology projects, guiding cross‑functional teams, and helping organizations navigate change while balancing competing priorities and stakeholder interests.

Main Responsibilities
  • Lead enterprise-wide,high-impacttechnologymodernizationanddigitaltransformationprojectsfrom strategy and planning through implementation and service delivery.
  • Developandmanageprojectplans,budgets,schedules,governance frameworks,riskmanagementstrategies, and communication plans to ensure successful project outcomes.
  • Partner withdepartmentsacross the organization toidentifybusinessneeds, defineprojectobjectives,and align initiatives with Council priorities, business plans, and ICT strategic objectives.
  • Leadcross-functionalprojectteamscomprisedofinternalstaff,businessstakeholders,consultants,vendors, and implementation partners.
  • Manageorganizationalchangeactivitiesandsupportdepartmentsthroughtheadoptionofnew technologies, processes, and ways of working.
  • Presentprojectupdates,recommendations,risks,timelines,andperformancemetricstoexecutivesponsors, steering committees, and senior leadership.
  • Develop business cases, project charters, procurement documentation, and Requests for Proposals (RFPs) to support project delivery and strategic decision‑making.
  • Establish and enhance project management methodologies, governance practices, tools, and frameworks that support continuous improvement across the organization.
  • Monitorprojectfinancialperformanceandensureresponsiblestewardshipofpublicfundsthrougheffective budget management and resource planning.
  • Buildandmaintainstrongrelationshipswithinternalandexternalstakeholderswhilefacilitating collaboration across multiple departments and project teams.
  • Identify, assess, and proactively manage project risks, issues, dependencies, and opportunities throughout the project lifecycle.
