Position SummaryLeader with master level construction management experience in new and retrofit, government, commercial, and industrial projects. Position will guide projects through planning and development to building completion and continued foresight.
Essential Job Functions- Develop and manage comprehensive project budgets often simultaneously, ensuring accurate cost estimates, forecasting, and financial stewardship of Tribal resources. Develop finalized budget within 14 days of award bid review with contingency planning.
- Create and maintain detailed project schedules, incorporating design phases, permitting timelines, procurement, long‑lead items, construction sequencing, and commissioning.
- Lead procurement and management of architects, engineers, planners, surveyors, cultural consultants, and specialty technical professionals required to advance infrastructure and facilities projects.
- Conduct bid reviews, scope validation, subcontractor buyout, and contracting activities, ensuring Tribal preference policies are honored when applicable.
- Manage consultants, contractors, vendors, and internal departments to ensure project objectives, quality standards, and schedule milestones are met.
- Oversee permitting and entitlement processes, collaborating with Tribal executives, planning departments, BIA, county, state, and federal agencies as required.
- Provide quality control and assurance throughout design and construction, ensuring Tribal codes, building standards, cultural considerations, and environmental safeguards are upheld, and providing risk analysis to leadership.
- Maintain robust construction oversight, including RFI tracking, submittal review, change management, superintendent coordination, and site safety monitoring.
- Verify and monitor monthly 3-Week ‘Look Ahead’ schedules and update master schedules to ensure alignment with Tribal priorities and operational readiness.
- Prepare and deliver project progress reports for Executive Leadership, and department directors, including status updates, risks, solutions, and financial performance.
- Establish and manage project documentation systems, including site office setup, communication protocols, and construction management software when appropriate.
- Government Facilities & Master‑Planned Infrastructure, having significant acumen in capital projects with municipal & federal experience.
- Translate the Tribe’s long‑range Master Plan into executable capital projects, including conceptual design, feasibility analysis, preliminary cost modeling, and recommendation of phased infrastructure development.
- Oversee full lifecycle project management for government facility projects, including administrative buildings, community centers, public safety structures, utilities, roadways, water/wastewater systems, and other master‑planned infrastructure.
- Support long‑horizon infrastructure planning, including utility capacity studies, roadway and transportation planning, site development strategies, and capital improvement programming.
- Facilitate strong communication across Tribal Government, ensuring departments remain informed, issues are resolved quickly, and projects meet community needs.
- Ensure all government facility and infrastructure projects are delivered responsibly, honoring sovereignty, cultural values, environmental stewardship, and long‑term sustainability of the Tribe’s built environment.
- Proficient to support Tribal Government in tandem with State & National regulations.
