The City of Coronado is Accepting Applications for Utility Supervisor

The City of Coronado is seeking qualified candidates for the position of Utility Supervisor in the Wastewater-Storm Water Division of the Public Services and Engineering Department. Under direction, to supervise, lead, oversee and participate in the more complex and difficult work of staff responsible for performing skilled and technical maintenance duties in the operation and repair of mechanical equipment at wastewater and stormwater pumping facilities;

to ensure work quality and adherence to work standards and established policies and procedures; and to perform the more technical and complex of tasks.

The mission of the Public Services and Engineering Department is to maintain the City's physical infrastructure and provide the highest level of cost-effective maintenance for the City's beaches, facilities, parks, sanitary sewer, and storm drain systems, and rights of way, while protecting the public's health and safety.

The Wastewater-Storm Water Division is responsible for the maintenance of 18 varying sized pump and lift stations, 11 nuisance flow diverter stations, 45 miles of sewer and 8 miles of storm collection systems. Coronado maintains the collection systems with two combination hydro-jetter vehicles and CCTV vehicle & equipment.

Under general direction, to supervise, and coordinate the activities and operations of an assigned utilities division within the Public Services Department; functional areas may include wastewater, storm drain, street sweeping operations and related regulatory compliance programs and activities; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Utility Manager.

Responsibilities
  • Assume supervisory responsibility for the services and activities of the utilities division within the Public Services and Engineering Department; functional areas may include wastewater, storm drain, street sweeping maintenance, and related regulatory, environmental, and compliance activities and programs.
  • Supervise and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing levels within departmental policy.
  • Plan, supervise, assign, review and evaluate the work of staff; assign work activities, projects, and programs; review and evaluate work products, methods, safety practices and procedures; and meet with staff to identify and resolve problems.
  • Conduct inspections, coordinate, and participate in the daily operation and maintenance of the wastewater and storm drain pump stations, including general maintenance, cleaning, and repairs to the City’s sewer system, storm drains, and related areas. And perform other related duties as assigned.
  • Supervise and inspect the work of crews assigned to the construction and routine maintenance of sewers, storm drains, street sweeping, and station projects, including related compliance inspections; plan and coordinate the work of crews assigned to maintenance manhole rehabilitation, sewer mainline rehabilitation and storm drain rehabilitation; determine work assignments and utilization of staff, equipment, and materials; and train staff on work methods and safety procedures.
  • Administer and coordinate contracts; attend and participate in professional group meetings; maintain a log of work activities; review and assist the division manager with purchasing materials and supplies; obtain bids for equipment.
  • Develop and maintain effective working relationships with contractors, vendors, outside agencies, the public, and City staff; confer with other professional and technical staff; coordinate work with outside agencies, contractors, and consultants; and provide sewer services and consultation to a variety of field and office personnel.
  • Supervise sewer and storm drain systems and oversee routine maintenance, including collections and pump stations; sewer maintenance; video inspection of the collection systems and inspect and maintain ditches, drainage areas, easements, and roadside shoulders, removing weeds and debris.
  • Oversee the street sweeping program, evaluate effectiveness, and suggest changes to management as needed.
  • Supervise related environmental and compliance permits, programs, and staff.
  • As required, investigate and review accidents and resulting liability issues; research and prepare written reports.
  • Participates in the selection of personnel, train, motivate, evaluate and rate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
