Job Overview

The City of Coronado is seeking a Utility Supervisor to lead and manage the Wastewater‑Storm Water Division of the Public Services and Engineering Department. The supervisor will oversee all activities of the utilities division, ensuring safe, efficient, and reliable operation of pumping stations, sewer and storm drain systems, and related staff.

Responsibilities
  • Assume supervisory responsibility for the utilities division, including wastewater, storm drain, street sweeping, and related regulatory compliance programs.
  • Supervise and participate in the development and implementation of goals, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate staff levels.
  • Plan, supervise, assign, review and evaluate staff work; resolve problems and ensure safety practices.
  • Conduct inspections and oversee day‑to‑day operation and maintenance of wastewater and storm drain pump stations.
  • Supervise and inspect crews assigned to sewer, storm drain, and street sweeping maintenance projects.
  • Administer and coordinate contracts, attend professional group meetings, maintain work logs, and assist in purchasing and bidding.
  • Develop and maintain effective relationships with contractors, vendors, outside agencies, and city staff.
  • Supervise sewer and storm drain systems, routine maintenance, video inspections, ditch cleaning, and roadside shoulder maintenance.
  • Oversee the street sweeping program and evaluate its effectiveness.
  • Supervise environmental and compliance permits and related staff.
  • Investigate accident reports and prepare written reports.
  • Participate in personnel selection, training, performance evaluation, discipline, and termination procedures.
  • Forecast staffing and budget needs; monitor expenditures and implement adjustments.
  • Serve as liaison with other divisions, departments, and outside agencies; resolve sensitive issues.
  • Assist the Utility Manager with staff support and administrative duties.
  • Plan, organize, assign, supervise, and review work of maintenance operations for wastewater and storm drain collection systems.
  • Attend professional groups and stay current on regulations and innovations.
  • Respond to and resolve citizen inquiries and complaints.
  • Review development plans; submit changes and collaborate on construction contracts.
  • Perform related duties as assigned.
  • Qualifications
    • Experience: Five (5) years of increasingly responsible experience in wastewater, storm drain, street sweeping, and NPDES compliance, with at least two (2) years of administrative and supervisory responsibility.
    • Education/Training: Equivalent to completion of 12th grade plus at least two years of college‑level coursework in wastewater technology, public works, public administration, engineering, or related field.
    • Licenses and Certificates: Valid Class C California Driver’s License with safe driving record;
      Collection System III certificate and Grade III Mechanical Technology certification issued by CWEA (or equivalent) within 18 months of hire.
    Examination Process

    Application Review Phase:
    Applications are reviewed by Human Resources and qualified candidates are invited to an oral panel interview. Additional exercises such as written assessment, practical, or presentation may be requested.

    Final Interview:
    Selected candidates interview with the Utilities Manager and department personnel. Conditional offers are made upon background and medical clearance.
