SCADA Commissioning Project Manager

Manifest Solutions is currently seeking a SCADA Commissioning Project Manager for a position in Corpus Christi, TX.

• Manage SCADA commissioning activities for DER interconnection projects from construction completion through energization, including point-to-point verification, protective relay and control confirmation, and SCADA point mapping validation.
• Maintain and prioritize the DER commissioning backlog, coordinating with construction, protection and controls, and SCADA/telemetry teams to sequence commissioning activities against in-service dates.
• Track and report DER commissioning status and backlog burn-down on a recurring basis to PMO leadership.
• SCADA commissioning activities for recloser installations, including communications and telemetry verification, control scheme testing, and integration with distribution management and SCADA systems.
• A commissioning sequencing plan for the recloser deployment pipeline, developed and maintained as procurement and installation schedules are finalized.
• Coordination with field, protection and controls, and telecommunications resources to resolve commissioning issues and prevent schedule slippage.
• Maintain a master commissioning tracker across DER and Wildfire Mitigation recloser work streams, including status, open issues, and forecasted completion dates.
• Produce and maintain commissioning test records, punch lists, and close-out documentation for each device or project commissioned.
• Provide recurring status reporting to the PMO Director and relevant program leads on commissioning progress, backlog trends, and risk items.
• Identify recurring root causes of commissioning delay or rework across DER and Wildfire Mitigation work streams.
• Bring forward recommended process, sequencing, or coordination improvements to PMO leadership, with supporting rationale and expected impact.
• Support development of a standardized SCADA commissioning process and checklist applicable across both program areas, refined as the process matures.

• Demonstrated experience managing SCADA commissioning or integration activities within an electric utility distribution or transmission environment.
• Working knowledge of RTU, relay, and recloser control and communications testing, including point-to-point verification and control scheme testing.
• Experience with DER interconnection commissioning, distributed generation controls, or comparable field integration work.
• Experience with an enterprise SCADA, distribution management system (DMS), or comparable PMIS/tracking platform.
• Strong written and verbal communication skills, with the ability to produce clear, structured commissioning documentation and status reporting.
• Ability to manage a high-volume, multi-workstream commissioning backlog while coordinating across construction, protection and controls, and telecommunications teams.
• Experience identifying process inefficiencies in commissioning workflows and driving standardization, ideally with formal process improvement training or certification.
