Chief Human Resources Officer – Oregon State University, Corvallis, OR

Job Summary

The Chief Human Resources Officer (CHRO) leads Oregon State University’s comprehensive human resources enterprise as a strategic, mission‑driven executive. The CHRO sets vision and direction for a modern, people‑centered HR function that delivers excellence in service, builds capacity, and strengthens the employee experience across all campuses and statewide locations.

Key Responsibilities
  • Strategic Leadership – 55%
    • Design and execute HR strategies that attract, retain, and develop a diverse workforce aligned with the university’s strategic plan.
    • Advise the President’s Executive Cabinet, Provost’s Council, deans, and senior leaders on workforce strategy and talent management.
    • Partner with academic leadership on faculty and academic HR matters, ensuring alignment with promotion and tenure and research enterprise objectives.
    • Lead collective bargaining and labor relations with employee unions.
  • Operational Oversight – 30%
    • Direct and integrate HR service areas: benefits and wellness, academic HR, classification and compensation, labor relations, HR strategic partners, learning and development, compliance, recruitment, and student employment.
    • Oversee development, implementation, and continuous improvement of HR systems, policies, and programs.
    • Manage budgeting and resource allocation for the HR function.
  • Culture, Equity, and Engagement – 15%
    • Champion inclusive excellence and foster a culture of engagement, well‑being, and accountability.
    • Support organizational learning, leadership development, and workforce resilience.
Qualifications
  • Bachelor’s degree in human resources, business administration, higher education, or a related field (or equivalent experience).
  • At least 10 years of progressively responsible HR leadership experience.
  • Demonstrated expertise in large, complex academic organizations and deep knowledge of employment law, labor relations, and HR compliance.
  • Proven ability to lead organizational change, foster inclusive workplace culture, and communicate effectively across diverse stakeholders.
  • Strategic thinker skilled at aligning HR initiatives with institutional goals and executing operationally.
  • Experience managing HRIS systems and applying workforce data analytics.
  • Knowledge of compensation frameworks and classification guidelines.
  • Discretion, judgment, and diplomacy in complex or sensitive situations.
Preferred Qualifications
  • Master’s degree in human resources, public administration, or a related field.
  • Experience in a public R1 higher education institution.
  • Strong background in academic HR policies, promotion & tenure processes, and shared governance.
  • Experience with HR technology implementation (e.g., Workday).
  • Senior HR certification (e.g., SHRM‑SCP, SPHR).

Compensation

Annual salary range: $280,000 – $325,000 (dependent on experience and qualifications). Salary paid monthly.
