The Chief Operating Officer (COO) is the second highest ranking Yellowhawk Tribal Health Center (Yellowhawk) employee. The COO is responsible for ensuring operational effectiveness, including the management, integration and collaboration of Yellowhawk’s direct patient programs, functions, services and activities as directed by the CEO. The COO is responsible for ensuring that the Yellowhawk healthcare, management, and operational systems of assigned departments/programs/staff work effectively and efficiently to deliver quality healthcare services.

This position oversees the development, implementation and maintenance of policies, practices, and programs in conjunction with the CEO and Yellowhawk leadership to meet the targets, regulatory requirements, strategic goals and initiatives. Yellowhawk employs approximately 200 people, with various healthcare services, with an annual budget of approximately $50 million. Yellowhawk is operated under contract with the federal government by the Confederated Tribes of the Umatilla Indian Reservation (CTUIR).

Yellowhawk provides comprehensive health care to an American Indian/ Alaska Native population of approximately 3,200 people.

Current Departments/Programs/Staff that will be under the supervision and management of the COO, which are subject to change:
Allied Health, Behavioral Health, Dental, Medical, Public Health and Quality/Risk

• To manage and maintain assigned departments, programs, functions, staff to provide quality health care services to all eligible recipients of such health care under applicable laws and contract within the Yellowhawk Service Area;
• Serve as acting CEO in the absence of the CEO or at their request, and shall carry out the duties and responsibilities of the CEO consistent with the Executive Management Policy;
• To ensure that all Yellowhawk Policies are adhered to by all personnel;
• Providing strategic and tactical leadership that will drive Yellowhawk as a highly effective organization backed by high quality, timely, and accountable operational execution;
• Build and lead an effective team who consistently deliver high-quality work that fulfills Yellowhawk’s mission, vision, and strategic priorities, while meeting or exceeding performance indicators;
• Putting strategic priorities into operation while sustaining high-quality ongoing work across the organization;
• Providing regular reports to the CEO regarding organizational performance, along with strategies and plans to continually improve performance.
• Ensure effective communication and collaboration that maintains compatibility among all Yellowhawk stakeholders;
• Ensure that all accreditations are maintained and ensure that all departments/programs are fulfilling their objectives to maintain accreditation standards.
• To carry out and to ensure the assigned departments/programs are carrying out the assigned day-to-day business and administrative affairs of Yellowhawk consistent with the policies, laws and budgets adopted by the Board of Trustees and/or the Commission. This general authority shall include, but is not limited to, the following:
  • Oversight and Supervision:
    Oversight and supervision of assigned individual Yellowhawk departments and programs to ensure that they are developing appropriate work plans and carrying out their assigned tasks, complying with relevant grant and/or contract provisions, regulations and law, and following the policy and long-term planning in accordance with the Yellowhawk Business Plan then in effect;
