SummaryUnder direction from the Manager of Employment Services, performs a variety of highly responsible and complex professional level administrative, technical, and analytical functions in support of the District's human resources activities; provide leadership for and coordination of human resources services with the district human resources team, other departments, district administration, campuses, and employee associations. Interpret and apply appropriate laws, policies and procedures, and collective bargaining agreements in daily actions and decisions.
Provide leadership and guidance for employment services activities and personnel records maintenance. Exercise lead coordination for the accurate and timely handling of Board agenda personnel items and all related employment actions.

The Human Resources Analyst, Senior is a lead contributor within a technical and professional human resources career path. Advancement to Human Resources Analyst, Senior is based on need, qualifications, and the ability to be a lead subject matter expert in and contributor to programs that have district-wide span, such as in new employee onboarding, employment records (HRIS), contract language, compensation, benefits, and employee engagement programs.
Assigned responsibilities require a comprehensive knowledge and understanding of current human resources practices. Incumbents perform duties related to the broad field of human resources and are expected to participate in a wide variety of departmental activities and maintain current knowledge of personnel policies, procedures, laws and regulations. Duties are performed within a general framework. Guidance is available when dealing with new or difficult situations, but incumbents are expected to function with a high degree of independence and minimal supervision.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following kinds of duties, as assigned:
1. Conduct research, audit, analyze complex data, prepare technical written reports, surveys and studies, and provide recommendations for a variety of human resources issues and topics; prepare presentations as required; provide training to employees; update and revise written directives, rules, and regulations as appropriate.
2. Participate in the audit of human resources operations, records maintenance, and reporting and implement audit recommendations for compliance.
3. Conduct a variety of human resources generalist level work in addition to analyst level duties. Provide guidance and leadership for human resources operations and services when required.
4. Serve as a resource to employees and management in the interpretation and application of complex human resources laws, policies, procedures, regulations, and collective bargaining agreements.
5. Gather and prepare human resources related information and action items for Board agenda. Verify and ensure accuracy of Board items. Create Board agendas related to employment actions.
6. Oversee classified, academic and administrative employment not requiring the immediate attention of the Director; organize and provide effective, timely human resources support to employment services team, payroll, staff and administration; assist with projects and initiatives as assigned.
7. Assist as needed in all functional areas of human resources; assist the Director with research and resolution of difficult and complex issues; train and oversee the work of human resources staff, as assigned.
8. Audit and verify the initial salary placement for academic employees as calculated and recommended by the Human Resources Specialists; determine salary adjustments; ensure placement standards and compliance with collective bargaining agreements.
9. Prepare and oversee the processing of academic, classified, and management personnel, as assigned.
10. Prepare and initiate the process for determining the academic personnel order of employment (seniority).
