Job Description & How to Apply Below

Coventry City Council values diverse perspectives and experiences and strives to create a workplace culture that is inclusive, is accepting of all and is free from discrimination and bias.

Role Overview

As an Environmental Case Officer, you will play a key role in tackling waste mismanagement in HMOs across Coventry. You will carry out inspections, investigate complaints, gather evidence, interview witnesses and alleged offenders, and take enforcement action where necessary to secure compliance with legislation.

You will work directly with landlords, tenants, residents and partner agencies to resolve issues such as fly‑tipping, accumulations of waste, vermin infestation, nuisance and anti‑social behaviour arising from poor waste management practices. The role combines investigation, enforcement, problem‑solving and education, giving you the opportunity to improve neighbourhoods while helping landlords and tenants understand and meet their responsibilities.

No two days are the same. You may be carrying out inspections, preparing legal evidence, attending court, supporting multi‑agency operations or providing advice to members of the public and elected members.

Responsibilities
  • Conduct wildlife and waste inspections in residential properties.
  • Investigate complaints and gather evidence to support enforcement actions.
  • Interview witnesses, landlords, tenants and other stakeholders.
  • Prepare accurate records and reports using relevant IT systems.
  • Attend court hearings and present evidence where required.
  • Provide advice and education to the public and elected members on best practice for waste management.
  • Support multi‑agency operations to address complex enforcement cases.
Qualifications
  • Strong organisational and investigative skills.
  • Comfortable working independently and as part of a team.
  • Ability to prioritise competing demands in a busy environment.
  • Experience in environmental health, housing, enforcement, community safety or a similar regulatory environment is advantageous.
  • Infrastructure, compliance or enforcement skills are acceptable alternatives.
  • GCSEs in English, Mathematics and a Science subject are essential.
  • A degree and previous enforcement experience would be beneficial.
  • Experience working outdoors in all weather conditions and engaging with the public is required.
Key Skills
  • Proactive, motivated and resilient.
  • Excellent communication in person and in writing.
  • Ability to build positive working relationships and influence behaviour.
  • Practical approach to achieving compliance.

All candidates must have the Right to Work in the UK. Sponsorship is not available for this role.
