Overview

Strong leadership in this area directly influences patient experience, staff effectiveness and organisational resilience. The role carries significant responsibility, including oversight of a long‑term infrastructure partnership that requires disciplined governance, commercial acumen and confident relationship management.

The successful candidate will ensure clear accountability, effective contract stewardship and the delivery of best possible value, while also informing future decisions about investment, asset planning and environmental responsibility. We are seeking a senior leader with experience in large, regulated settings, who brings credibility in infrastructure strategy, complex contract oversight, capital programmes and workforce development. This is a demanding and high‑impact position – one that calls for clear judgement, commercial awareness and the ability to align day‑to‑day delivery with long‑term organisational ambition.

The Director of Estates and Facilities will lead the delivery of all strategic and operational Estates Facilities functions to the Trust, working in partnership with PFI contractor organisations and system partners, and will take corporate responsibility for the development and implementation of the Trust's Estates and Facilities strategy.

Key Responsibilities
  • Provide managerial, professional and technical responsibility to deliver high‑quality and affordable hard and soft FM support services to patients, staff and the public, in accordance with national priorities, NHS guidance and the Trust's strategic objectives.
  • Support the Chief Strategy and Transformation Officer in setting long‑term strategies for estate management, develop and maintain the Masterplan and strategic vision for the built environment.
  • Lead the Trust in its strategic ambition to be a Net Zero organisation through working with partner organisations, suppliers and reviewing Estates and Facilities.
  • Take managerial responsibility for the safe and efficient management of buildings and engineering services, ensuring compliance with all legislative requirements.
  • Establish and manage protocols for the effective performance of all building services, plant, equipment, structures and fabric to meet the Trust's strategic goals, including board assurance.
  • Oversee the Trust's PFI providers to ensure close management of contracts, maintain maintenance and lifecycle refurbishment programmes in line with PFI agreements and statutory compliance, and act as the Trust Representative under the PFI contract.
  • Formulate, develop, implement and monitor policies and procedures on all aspects above to minimise risk and manage functions effectively in accordance with legislation and national standards.
  • Work with the Executive Team and external agencies (CQC, ICB, NHSE, Environmental Agency, Environment Health, local authorities and national bodies) to formulate and develop performance standards and provide periodic reports to the Finance & Performance Committee and Trust Board.
  • Lead and co‑ordinate the Patient‑led assessments of the care environment (PLACE) assessment programme and patient environment strategies and improvement projects.
  • Lead the development of best practice in environmental management, focusing on sustainability, energy management, security and clinical waste management.
  • Identify and deliver waste reduction opportunities and service efficiencies to improve organisational operations.
  • Ensure systems are in place so that risk assessments of all practices and premises are carried out in accordance with Trust policies.
