Air Safety Support International Ltd (ASSI) is a wholly owned subsidiary of the UK Civil Aviation Authority. Established in 2003, ASSI supports the development of civil aviation safety regulation in the UK Overseas Territories (OTs). Its mission is "To ensure, in an inclusive and sustainable manner, that the UK meets its international obligations in respect of aviation safety regulation within the UK Overseas Territories".
The RoleAccountable for leading the technical specialists team to ensure that safety and security regulatory oversight is carried out efficiently and effectively in line with the principles of Performance Based Oversight (PBO) in those Overseas Territories where ASSI has been designated as aviation safety and/or security regulator by the Governor; and to provide assurance to the DfT that the Overseas Aviation Authorities (OTAAs) meet ICAO's eight critical elements of a safety oversight system.
The role requires the leadership and line management of the technical team and the prioritisation and allocation of tasks to meet regulatory oversight needs to ensure risk is managed and that ASSI's objectives are met. Key to succeeding in this role, is the maintenance of a competent workforce and this role plays a vital part in ensuring optimum use of the training budget.
The Regulatory Compliance Manager will maintain direct contact with industry management on significant safety or policy matters, as well as key contacts in the OTAAs, and will monitor the progress of audit findings to secure timely and proper closure. The role also requires supporting all other areas of ASSI as part of the small team.
- Accountable for the effective leadership of the Direct Regulation activity and line management of direct reports.
- To ensure robust regulatory procedures are in place, up-to-date and are used by the team.
- To ensure the availability of the appropriate technical staff who meet ICAO's requirements for competence and that the team maintain their competence through continuous assessment
- To ensure that the methodology for gaining assurance of the effectiveness of the regulated entities is robust, producing meaningful management information so that evidence-based deficiencies can be readily identified, and corrective actions taken
- To plan, implement and track day-to-day operations across the functional areas ensuring that priorities are risk-based, performance focussed and are achieved within budget
- To contribute to the development of ASSI business strategy, business plans and risk management processes
- To consider the strategic implications of developments within the OTs (political and economic) and assess the impact on our work so that risks are proactively mitigated, and priorities assessed
- To maintain Approvals, Permissions, Exemptions and Deviations (APEDs) ensuring that aviation safety and security requirements have been met
- To build and manage the regulatory and OTAA oversight workload planning tools
- To proactively manage open findings to support timely closure and manage the Enforcement Process including appropriate escalation measures, with documentation maintained throughout
- To conduct regular regulatory oversight planning meetings to share safety information about regulated entities
- To contribute to the ASSI safety planning and risk process and input to the ASSI business plan
- To manage any regulatory related Contract Staff in regards of ensuring that the packages of work are properly defined, scoped, staff are fully briefed, and follow-up action is completed as appropriate
- To represent the company and/or the UK at international fora when so required
- To conduct internal audits to ensure a standardised approach across the multi-disciplined team
- To manage regulatory projects as they are presented by regulated entities
