You understand the importance of partnership working - collaborating with landlords, tenants, voluntary sector partners, statutory services and internal teams to deliver early, effective, and innovative solutions that prevent homelessness before crisis occurs.

You are confident analysing data, overseeing inspections and enforcement activity, designing processes, and ensuring that services meet quality standards, health and safety duties, and equality requirements. Above all, you are committed to delivering a prevention-first service that empowers residents, strengthens housing stability, and reduces the need for temporary accommodation in Exeter.

You will be an experienced housing or homelessness professional with strong technical knowledge of early intervention, homelessness prevention, private rented sector legislation, landlord and tenant law, and property standards. You will have a proven ability to lead teams delivering customer-focused services in fast-paced environments, with the confidence to provide authoritative advice on legislation, licensing, enforcement, and tenancy sustainment. You will be comfortable managing complex risks, safeguarding concerns, and operational challenges, using your understanding of the Homelessness Reduction Act, Renters' Rights legislation, environmental health duties, and statutory compliance to guide decision-making and shape high-quality service delivery.

Exeter City Council is strengthening its commitment to prevention-first approaches to homelessness - and we are seeking an Early Intervention & Prevention Manager to lead this vital work. You will build and manage a proactive service that intervenes early, supports people at risk, and works closely with landlords, tenants, and partners to keep people safely housed. This role leads private rented sector access, licensing and enforcement, early outreach, and innovative prevention initiatives that reduce crisis presentations and demand for temporary accommodation.

With a strong focus on customer care, partnership working, and service improvement, this is an opportunity to shape a forward-thinking prevention function in a transformed and ambitious service.

About the team

Exeter City Council is transforming its Housing Needs and Homelessness service to create a more proactive, compassionate, and effective system for the city. Following a comprehensive review of our homelessness pressures, we have redesigned our services to focus on early intervention, trauma-informed practice, and integrated multi-agency working. This transformation includes new specialist teams, a strengthened commissioning model, clearer pathways, and a renewed focus on prevention, quality, and outcomes for vulnerable residents.

We are now recruiting ambitious and motivated leaders to help deliver this new model. These roles offer the chance to shape a modern, evidence-led service, drive innovation, and make a meaningful difference to people experiencing homelessness in Exeter.
