Manages, directs and coordinates the operations and activities of the Engineering Department. Serves as the County Engineer.
Examples of Work- Manages and oversees the sections of the department, to include performing performance evaluations, facilitating staff meetings and individual meetings to identify and address issues.
- Serves as the County Engineer and provides engineering recommendations to protect the health, safety and welfare of the general public to the County.
- Defines, prioritizes and delegates the department’s projects and tasks; ensures projects completed.
- Coordinates department services, schedules and functions with other departments and agencies to ensure completion within established time frames.
- Provides oral and written response to inquiries and concerns from county administrators, the public, and other professionals concerning roads, easements, paving requests, permits, plans, complaints, drainage, and bridges.
- Assists in the preparation of the Five-Year Capital Improvement Plan for the transportation infrastructure portion of the county’s Comprehensive Plan.
- Prepares and tracks grants for engineering projects; coordinates efforts between applicable governmental entities.
- Manages the design, inspection, and construction supervision for all county bridges; includes preparing bridge construction plans, cost estimates and recommendations for the replacement of deficient structures.
- Coordinates and oversees departmental projects and services contracted to consultants and contractor(s).
- Functions as an information resource and contact for the state’s Department of Transportation and Department of Environmental Protection in all matters related to the county.
- Manages the daily operation of Environmental Services (i.e., solid waste, mosquito control, underground storage tanks).
- Prepares and monitors the Mosquito Control and Solid Waste budgets.
- Directs training and instruction for Engineering and Environmental staff.
- Researches and recommends environmentally safe products.
- Works collaboratively with public and state agencies in aquatic weed control.
- Assists in operation of household hazardous waste collections, recycling, dog fly control, and aerial spraying programs.
- Provides expertise and assistance concerning environmental issues during disaster preparation and recovery actions.
- Prepares status reports for the Public Works Director.
- Assists in the preparation of the annual report for the county Comprehensive Plan.
- Assists with the development and implementation of the paving and overlay schedules.
- Performs other duties as assigned.
Education, training, and experience: Bachelor’s degree in Civil Engineering, or a closely related field; supplemented by eight (8) years of progressively responsible Civil Engineering experience in Public Works related projects, three (3) of which shall be acquired in a supervisory/management capacity preferably for a municipal organization; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Certifications:
Requires a valid driver license. Must be a Florida Professional Engineer or registered in another state with the ability to acquire licensure as a Florida Professional Engineer within six (6) months of hire. Must be able to obtain and maintain a Defense Biometrics Identification System (DBIDS) badge.
Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to exert up to 10 - 25 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Requires the ability to ascend/descend ladders, scaffolding, stairs, ramps, etc., and to position self for work overhead or in confined areas.
Must be able to traverse irregular, uneven, and/or erratically moving surfaces. This position requires work for sustained periods to outside atmospheric conditions. Physical demands are in excess of those for sedentary work.
