Position: PLANNING ADMINISTRATOR – CDS

Description Job Summary

The Planning Administrator works under the Community Development Services director, and supervises staff in processing various land use applications, reviews and inspects development projects, researches and recommends amendments to various City codes pursuant to changes in law and development trends, drafts and presents staff reports and recommendations to various boards and committees, manages administration of the Community Development Block Grant and State Housing Initiatives Partnership program, and assists in Community Redevelopment Agency related activities.

The Planning Administrator also participates in city-wide strategic planning projects and initiatives, as applicable.

Job Responsibilities
  • Oversee planning review of building permit applications and business tax receipt applications, and other miscellaneous planning and zoning related permits and approvals.
  • Oversee the processing of annexation, future land use amendment, rezoning and variance applications.
  • Oversee the public notice process for activities governed by State Statute.
  • Review subdivision and commercial development applications and plans to the standards of applicable City codes and coordinates review with other City departments
  • Provide site inspections of development for compliance with applicable City codes.
  • Prepare amendments to the Land Development Code, Comprehensive Plan, and other City regulatory documents.
  • Prepare staff reports, ordinances, and resolutions pertaining to the above, and as otherwise assigned.
  • Assist the Community Redevelopment Agency (CRA) as it pertains to developing policies, procedures, plans and reports.
  • Coordinate with developers to assist in the overall development process.
  • Prepare necessary plans and reports for the Community Development Block Grant (CDBG) program and State Housing Initiative Partnership (SHIP) program.
  • Oversee public noticing, application intake and processing as it relates to the CDBG and SHIP programs.
  • Conduct research and analysis and provide recommendations regarding planning perspectives as it relates to the functions of other departments, as well as the City’s strategic plan goals and initiatives.
  • Understand, interpret and apply the requirements and policies in the Land Development Code, Comprehensive Plan, Code of Ordinances, and other City plans and documents.
  • Attend and participate in various meetings relevant to planning, zoning and development. Represent the City within committees and other governmental entities, as assigned.
  • Participate in preparation of annual budget for the Community Development Services department, CRA, CDBG and SHIP
  • Perform related work as required.
Knowledge,

Skills and Abilities
  • Knowledge of the principles and practices of land use planning and civil development as well as knowledge of current trends, laws and updates regarding same.
  • Knowledge of statutory regulations relating to essential municipal planning functions.
  • Knowledge of the principles and practices of transportation planning, environmental planning and/or grant writing and acquisition is preferred.
  • Working knowledge of low- to moderate-income assistance programs such as Community Development Block Grant (CDBG), State Housing Initiatives Partnership (SHIP), or other similar program(s) is preferred.
  • Ability to understand, interpret and review civil development plans.
  • Ability to maintain effective working relationships with other employees.
  • Ability to effectively consult with and assist coworkers, contractors, developers and consultants.
  • Ability to respectfully communicate with the public, board members and elected officials.
  • Ability to speak publicly and make presentations of staff reports and recommendations.
  • Ability to flexibly adapt to changes in task priorities and focus.
  • Ability to work in a group, as well as independently with minimal direction.
  • Ability to supervise a small division (no more than 5 employees).
  • Proficiency in Microsoft 365 Suite.
  • Proficiency in ESRI ArcGIS Pro preferred.
  • Experience in project management is preferred.
Qualifications Required
  • Possession of a valid State of Florida Driver’s license is required
