Base pay range
: $26.00/hr - $34.00/hr
We are currently seeking an Environmental Construction Specialist to work on Electric Utility Construction Projects. This is a field position, and candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. We are looking for an energetic professional who enjoys working outdoors and values the freedom of working independently.
The role requires open‑mindedness, safe constructive interactions with the public, accountability for a culture of safety and excellence, and a strong customer focus.
What You Will Do Regulatory Compliance- Provide Environmental Compliance and construction oversight on transmission site development and linear transmission line construction projects for electric transmission infrastructure.
- Provide Environmental Oversight and compliance/inspections associated with transmission capital projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).
- Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.
- Ensure that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corp of Engineers permits, etc.
- Document pre‑ and post‑work field conditions to ensure sites comply with permits and environmental regulations and no conditions require mitigation or restoration.
- Perform all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects.
- Interpret complex plans and drawings.
- Perform duties in a manner that promotes and maintains good public relations.
- Attend pre‑construction meetings, constructability meetings, and status meetings as directed.
- Manage and oversee site development crews and oversee sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan.
- Observe that wetlands & sensitive areas’ identification are in place and that crews are aware of them prior to entering such areas.
- Monitor and report to project management on status of construction units estimated and actuals billed to date of project.
- Communicate daily with the utility client, contractors, landowners, and the public.
- Assist in developing recommendations on future right‑of‑way maintenance requirements.
- Drive a company vehicle safely to work locations for the organization.
- Assume other duties and responsibilities as assigned.
- Associate or bachelor’s degree in environmental science, construction management, building science, or a related field.
- 1‑5 years’ experience in site development work, permitting utility construction, environmental compliance, or a related field.
- Solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction General Permit (CGP) Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections.
- Desire to work outdoors in various weather conditions and terrain.
- Strong public relations skills/ability to interface with the public.
- Willingness to work alone.
- Basic computer skills.
- Valid driver’s license.
- Substantial background in electric transmission construction, pipeline, and/or utility field.
- Stormwater Pollution Prevention Plan (SWPPP) book knowledge.
- CESSWI (Certified Erosion and Sediment/Stormwater Inspector).
- Previous construction crew oversight experience.
- GIS experience.
- Strong knowledge ANSI Z133 safety standards.
- Military background is a plus.
- Bi‑Lingual speaking (English and Spanish) is a plus.
