Overview

The purpose of this classification is to manage, analyze, and report on water and sewer assets across multiple information systems and to edit assets in the geographical information system (GIS) database, incorporate field data, research information from engineering records and interface with GIS staff to meet departmental needs. This role supports data-driven decision-making and ensures asset information is accurate, accessible, and aligned across GIS, Asset Management-Computerized Maintenance Management System (AM-CMMS), and other enterprise systems.

Responsibilities
  • Configures and edits service requests, work orders, and inspection and reporting templates in AM-CMMS; provides support and training to system users. Serves as the subject matter expert on use of AM-CMMS and its relation to interactions with the GIS system.
  • Edits asset and GIS datasets to incorporate field data; completes asset attributes including information from official records; correlates asset information between AM-CMMS and GIS for consistency and resolves any discrepancies.
  • Researches and analyzes record documentation; coordinates with staff to identify and resolve issues. Identifies additional field or office data required to support project objectives. Supports data quality initiatives and contributes to data governance practices.
  • Uses AM-CMMS for asset management analysis and reporting; generates map displays, charts, graphs and hardcopy reports in using GIS and AM-CMMS tools. Develops asset analysis techniques, processes and reports based on department needs and user requests. Provides complex analytical summaries incorporating data from multiple databases (e.g., ESRI GIS, Cityworks) using multiple software tools (e.g., Cityworks, Excel Power Pivot reports, Power

    BI, ArcGIS Dashboards, Crystal Reports, Active Reports, and others).
  • Defines, maintains and monitors implementation procedures for asset data collection to ensure quality requirements are met. Participates in continuous improvement of data workflows and documentation.
  • Creates various maps; participates in composing and plotting maps, using GIS and digital mapping tools; produces cadastral maps, plots, graphic simulation, and manuscript data for use by County departments and local agencies; provides maps and information for appraisers, co-workers, County departments, other governmental agencies, developers, real estate agencies, and the public. Maps may be created in the GIS system, Asset Management system, or a combination thereof.
  • Receives digital and cloud-based data sources, various forms, reports, correspondence, deeds, surveys, maps, plots, plats, GIS information, utility records, tax records, legal/court records, orthophotographs, aerial photographs, computer guides, journals, laws, regulations, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, GIS, parcel mapping, research, e-mail, Internet, or other computer programs; provides training, support, and assistance to system users including but not limited to GIS and Asset Management systems. May assist with mobile GIS applications and field data collection tools.
  • Operates a variety of specialized/general equipment and tools, which may include a computer, plotter, GPS equipment, printer, copiers, scanners, calculator, telephone, or survey equipment.
  • Communicates with supervisor, employees, other departments, property owners, realtors, attorneys, surveyors, title searchers, builders, contractors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
