The Senior Data Management Analyst provides advanced analytical, documentation, and data management support across NSWCDD programs. This position is responsible for developing, maintaining, and improving documentation systems, analyzing large sets of programmatic and technical information, and generating well-supported recommendations for Government stakeholders. The Senior Data Management Analyst works independently, collaborates closely with functional and technical teams, and supports Command-wide information management, digital transformation, and data organization initiatives within classified and unclassified environments
Requirements- U.S Citizenship required.
- Active Secret Clearance required.
- This position requires 5 days onsite in Dahlgren, VA.
- Six (6) plus years of professional experience developing and maintaining documentation and/or data management systems.
- Experience collecting, reviewing, analyzing, and synthesizing information to make formal recommendations to the Government.
- Experience defining problems, assessing data quality, and identifying areas for improvement.
- Qualifying experience in:
- Windows environments
- Microsoft Excel (data analysis, formatting, charts, tables)
- Microsoft Word (document creation, structured documentation, formatting) - Strong analytical skills with the ability to evaluate information and develop actionable insights
- Advanced experience preparing structured documentation and formal reports
- Ability to manage documentation repositories and information workflows
- Strong proficiency with Microsoft Word and Excel
- Attention to detail and commitment to accuracy
- Ability to communicate clearly with both technical and non-technical audiences
- Ability to work independently with minimal supervision
- Supports both classified and unclassified documentation and data processes
- Coordinates frequently with government leads, analysts, engineers, and program personnel
- Follows Navy and NSWCDD information management policies, records requirements, and security procedures
This position must be designated IAM III, and the candidate must possess one of the following DoD-approved IAM III certifications:
- CISM
- CISSP (or Associate)
- GSLC
- CCISO
- Any other DoD 8570-approved IAM III certification
- Bachelor's or Advanced Degree in a business or technical field.
- Develop, maintain, and improve data management systems, repositories, and documentation structures.
- Ensure accuracy, consistency, and accessibility of data and documentation across Government-designated tools and systems.
- Prepare, edit, and format documents, reports, standard operating procedures (SOPs), and technical artifacts.
- Support version control, document lifecycle management, and data governance activities
- Define the nature and scope of information management or data-related problems presented by the Government.
- Collect, review, and analyze program, technical, operational, and organizational data.
- Identify trends, gaps, risks, and process issues that impact information management or data quality.
- Develop concise, evidence-based recommendations to support Government decision-making.
- Assist in developing and maintaining structured documentation for enterprise processes, business rules, and workflows.
- Support digital transformation efforts, including information standardization and migration to improved platforms or repositories.
- Coordinate with stakeholders to gather inputs, validate data, and refine documentation requirements.
- Ensure documentation and data management practices align with Navy and NSWCDD information policies.
- Prepare status updates, summaries, and briefing materials.
- Participate in technical meetings, design reviews, and data-centric working sessions.
- Provide technical writing, document formatting, and administrative support as required.
