Position: Program Manager with Security Clearance

Job Description

ANALYGENCE is seeking a skilled Program Manager with extensive experience in DoD systems—preferably Navy— to lead cybersecurity and technical support contracts in support of NSWCDD in Dahlgren, Virginia. This role will lead in managing teams, budgets, schedules, and subcontractors, while ensuring compliance with DoD cybersecurity policies and delivering mission‑aligned solutions.

Responsibilities
  • Oversee the planning, execution, and delivery of Department of Defense (DoD) cybersecurity and technical support contracts, ensuring alignment with mission objectives and performance standards.
  • Manage all aspects of DoD contract lifecycle, including oversight of major technical information support contracts, with a focus on compliance, deliverables, and performance (Navy experience preferred).
  • Supervise and guide cross‑functional technical teams, providing strategic direction, mentorship, and performance management to ensure successful contract delivery.
  • Direct the implementation and oversight of cybersecurity projects, aligning with DoD policies for both land‑based and afloat/tactical systems.
  • Identify and mitigate project risks, manage scope changes, and implement change‑control procedures to ensure successful project execution.
  • Develop and manage program budgets, cost estimates, and financial reports to ensure efficient use of resources and adherence to contract requirements.
  • Maintain strong relationships with Navy and DoD stakeholders, providing timely updates through written reports and oral presentations.
  • Track, monitor, and report on project status, issues, scope changes, and contingency plans, ensuring stakeholders remain informed and aligned.
  • Research and recommend cybersecurity design alternatives and emerging technologies that meet DoD mission needs and technical specifications.
  • Collaborate with customers to identify and prioritize systems ensuring cybersecurity and IT systems meet evolving requirements.
  • Ensure compliance with Navy acquisition and logistics support policies, processes, and documentation standards.
  • Manage subcontractor performance, deliverables, and coordination, ensuring alignment with prime contract goals and timelines.
Requirements
  • Minimum of 8 years of experience in Program Management in DoD systems.
  • Minimum of 5 years of leadership experience and responsibility, and DoD contract management.
  • Proven expertise in management of a major technical support contract.
  • Thorough knowledge of the US Navy contractual process.
  • Understanding of the Cybersecurity mission, and engineering, research and development.
  • Experience with DoD Cybersecurity policies for both land and afloat/tactical systems.
  • Understanding of acquisitions and logistics support, project risk management, and change control.
  • Experience managing a technical team, developing cost estimates, schedules, preparing status and budget reports.
  • Minimum Active Secret Clearance.
