Program Manager – School Based Programs

Make an Impact as a Manager of School Based Programs. This position is responsible for implementing, monitoring and maintaining the school‑based Head Start program for Child Care Group (CCG). Child Care Group partners with 5 local Independent School Districts to provide Head Start services to preK children at 10 campus locations. The role supervises 3 ISD coordinators and 21 Head Start teachers, works with campus administrators, and serves as a liaison between CCG and local ISDs.
Works under the supervision of the Director of Partnerships with considerable demand for independent judgment and action.
- Program Management:
Collaborate with ISD administration to ensure quality of care, education, and compliance with Office of Head Start Performance Standards. Integrate CCG and school district standards into program delivery. Use data sources to identify strengths and challenges and develop quality improvement plans. - Supervise Teaching Staff:
Ensure required degree plans are in place, monitor classroom instruction, provide mentoring and professional development, support co‑teaching collaboration with ISD teachers, and conduct CLASS assessments. - Recruitment/Enrollment:
Assist ISD and CCG family services staff with recruiting and enrollment plans, maintain records, and ensure compliance with Office of Head Start and Texas Education Agency (TEA) requirements. - Records Management:
Maintain and complete all required reporting documents, including child assessments and family engagement documents, using data for continuous quality improvement. - Substitute Teachers:
Recruit and maintain a substitute teacher list in collaboration with HR and ISDs, and call substitutes when needed. - Assist in Classrooms:
Available to assist in classrooms as needed. - Perform other duties as assigned.
- Bachelor’s degree in early childhood education or elementary education (pre‑K teacher certification preferred).
- Minimum of four (4) years in a management role; experience in pre‑K classrooms preferred.
- Experience with Head Start and CLASS (certification preferred). Must have experience with a variety of early childhood curricula.
- Demonstrated communication skills with parents, teachers, community leaders, and partnership staff.
- Leadership ability and teamwork.
- Prompt and regular attendance required.
- Computer, telephone headset, fax, scanner, and general office equipment.
- Valid Texas driver's license and compliance with CCG’s auto insurance carrier requirements.
- Reliable personal transportation.
- Ability to travel locally or out of town as required.
- Mileage reimbursement offered when applicable.
- Successful completion of all compliance background check requirements for federal funding throughout employment.
- Normal physical effort with minimal lifting of items weighing 25 pounds or less.
- Visual attention and manual dexterity/coordination.
