The Utility Inspector is responsible for inspecting, investigating, and enforcing city codes for water infrastructure, pipes, and construction. Performs a wide range of complex inspections to ensure proper water delivery, management, and drainage.

Essential Functions- Knowledge of inspection practices and procedures.
- Knowledge of water infrastructure and equipment for the city.
- Knowledge of applicable standards, ordinances, laws, and regulations.
- Ability to use power and hand maintenance tools, inspection tools, and precision test equipment.
- Ability to read and interpret construction plans and specifications, depending on assignment.
- Ability to read, interpret, and apply city codes and ordinances.
- Ability to enforce city codes with firmness, tact, and impartiality.
- Effective communication skills, verbally and in writing.
- Ability to establish and maintain effective working relationships.
- Education: High school diploma or GED.
- Experience: Three (3) years of experience inspecting design/construction/maintenance in one of the following areas: streets and storm drainage systems; water/sewer mains, water/wastewater facilities; bridge improvement projects.
- Equivalency: Associate degree or higher in construction management or engineering plus one year of required experience meets the education and experience requirements.
- License: Valid driver’s license with a good driving record.
- Other Requirements: Subject to fieldwork conditions.
- Preferences: Knowledge of federal, state, and local codes and regulations; knowledge of backflow database software; experience with Microsoft Office.
The Utility Inspector for the Water Quality Division ensures compliance with the Dallas Water Utilities Cross Connection Control Backflow Prevention Program, performs backflow prevention tests, conducts customer service inspections, and completes walkthroughs of facilities to assess compliance. The role involves fieldwork and office tasks including producing reports, maintaining inspection result database, and managing customer inquiries via email and phone.
Salary Range$52,243.19 - $60,002.60 (starting salary; amount offered will depend on qualifications).
