Overview

Black & Veatch is an employee-owned company dedicated to building critical infrastructure in the energy, water, telecommunications and government services markets. We are looking for a Senior Program Manager and Technical Advisor to lead water and wastewater projects and programs across Texas and the central region.

Key Responsibilities
  • Lead major projects or programs from planning through construction. Present updates to external client stakeholders and support decision‑making. Provide oversight of the program schedule and budget using Black & Veatch’s internal processes and manage large inter‑discipline teams of internal and sub‑consultant resources.
  • Lead a team that provides technical solutions and differentiation focused on water supply/treatment/distribution, wastewater collection/treatment, biosolids management, recycled water, water quality regulations and utility infrastructure systems.
  • Provide recommendations on client processes, organization, and readiness to embark on major programs and alternative project delivery.
  • Support the team’s use of risk‑based assessments to develop and prioritize capital improvement programs.
  • Provide project execution, quality control, and technical leadership to support large water and wastewater projects and programs and identify innovative solutions to maximize benefits to municipalities and utilities.
  • Lead and provide technical expertise to support marketing and business development.
  • Support pursuit, proposal, and project interview activities.
  • Work closely with Client Directors and the Area Director to develop relationships with clients and decision makers in Texas.
  • Help mentor professionals and grow the team by identifying high‑quality candidates and recruits.
Preferred Qualifications
  • Professional Engineer (PE) license in Texas
  • 20+ years of relevant water engineering experience including but not limited to water and wastewater infrastructure planning, asset management, CIP optimization, detailed design, and construction
  • Experience managing large water and wastewater programs and projects
  • Knowledge of water and wastewater conveyance and treatment regulations
  • Proficient with technical and thought leadership surrounding water and wastewater infrastructure systems
  • Excellent verbal and written communication skills and comfort in a client‑facing role discussing technical topics and solutions
  • Experience providing input and oversight of technical tasks and project teams performing studies and assessments of water and wastewater projects
  • Proficient with report writing and PowerPoint presentations
  • Strong written and verbal communication skills with the ability to work both within a team and independently
  • Willing and able to travel to project sites and client meetings as needed
Minimum Qualifications
  • Bachelor’s degree or equivalent experience.

Work Environment / Physical Demands
  • Hybrid or flexible work options may be offered after the first 90 days of employment based on manager discretion, job performance and work assignments.
  • Typical office environment, typical construction environment, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation). Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
