Utility Inspector – Dallas Water Utilities (Civil Service) Job Summary
This level of Inspector is responsible for investigation and enforcement in multiple functional areas, including city codes, construction, drainage, environmental, housing, industrial waste, park construction, plumbing, roofing, street & sewer, transportation regulation, and water/wastewater construction. The Inspector inspects a broad range of complex projects, seeks aid on the most difficult technical problems from a supervisor, works independently in the field, and makes decisions requiring technical discretion and sound judgment.
OverviewThe Utility Inspector inspects, investigates, and enforces city codes for water infrastructure, pipes, and construction, ensuring proper water delivery, management, and drainage.
Essential Functions- Conduct inspections on various water and wastewater equipment to determine compliance with safety, engineering plans, and applicable codes and ordinances.
- Identify, research, and investigate alleged violations of federal, state, and local codes, ordinances, and regulations; ensure corrections are made and approve alternate methods for compliance.
- Issue notices of violation and conduct follow‑up inspections to ensure corrections; provide information to customers regarding codes and regulatory requirements.
- Perform complex inspections for construction projects, storm sewer flow areas, drainage, and related environmental impacts; monitor contractor progress and communicate with project managers.
- Inspect piping, collection tanks, and other water‑management equipment to determine maintenance needs and vendor work quality.
- Regulate and maintain an effective ground transportation system of vehicles for hire following municipal ordinances and standards.
- Inspect and inventory all storm sewer systems and appurtenances manually or with a closed‑circuit television system to grade them for repair and maintenance.
- Perform inspections of water and wastewater construction projects for adherence to contract documents, materials quality, design criteria, code requirements, cost control, and safety.
- Perform any and all other work as needed or assigned.
- Knowledge of inspection practices and procedures.
- Knowledge of city water infrastructure and equipment.
- Knowledge of applicable standards, ordinances, laws, and regulations.
- Ability to use power and hand maintenance tools, inspection tools, and precision test equipment.
- Ability to read and interpret construction plans and specifications.
- Ability to read, interpret, and apply city codes and ordinances.
- Ability to enforce city codes and code‑related rules with firmness, tact, and impartiality.
- Effective verbal and written communication skills.
- Ability to establish and maintain effective working relationships.
- Education: High school diploma or GED equivalent.
- Experience: Three (3) years of inspection experience related to streets, storm drainage systems, water/sewer mains, water/wastewater facilities, or bridge improvements projects.
- Equivalency: Associate degree (or higher) in Construction Management or Engineering plus one (1) year of required experience meets the education and experience requirements.
- License: Valid driver’s license with a good driving record.
- Other Requirements: Subject to fieldwork conditions.
$52,243.19 – $60,002.60. This is the starting salary range; the offer will depend on qualifications.
