Position Role Summary

Must be a Licensed Practitioner of the Healing Arts (LPHA) in the state of Texas: RN, RN-APN, PA, LPC, LCSW, PhD, or LMFT required.

NTBHA is seeking a licensed professional with excellent organizational, clinical and management skills to expand and manage multiple criminal justice programs, with central weight on competency restoration. The administrator will participate in the design, implementation, refinement and adaptation of programs and in planning future program strategies. Programs will demonstrate long‑term strategies of investment in local reform, research, experimentation, and communications that seek to create ensure their success.

Responsibilities
  • Deliver under pressure and consistently produce high‑quality work.
  • Build effective relationships and work proactively with other departments.
  • Anticipate potential issues and propose solutions.
  • Offer assistance and service to team members.
  • Present ideas for improvement and create a project plan to execute these improvements.
  • Share responsibility for additional administrative, clinical, programmatic, and budgetary operations, including monitoring performance, outcomes and cost effectiveness.
  • Keep abreast of current events, developments and issues in the field to maintain a balanced and objective perspective and approach to programs.
  • Support and maintain relationships with county and municipal departments, law enforcement agencies, treatment providers and related agencies.
  • Require availability and flexible work hours (after hours) to meet program needs.
  • Responsible for compliance with NTBHA policies and procedures and state regulatory codes.
Qualifications Required
  • Master’s degree in social work, psychology, human services, counseling or a related field.
  • Fully licensed LPHA within the State of Texas with experience in operating, supervising, and monitoring forensic and competency restoration programs preferred.
  • At least three years’ experience with direct care of persons with serious mental illness and/or substance use disorders.
  • At least two years of experience in psychiatric crisis service settings of inpatient hospitals, psychiatric emergency departments, intensive outpatient services, and/or criminal justice facilities.
  • Minimum of two years of experience in a law enforcement or correctional setting involving direct care/contact with incarcerated individuals.
  • Experience in supervising a multidisciplinary team, program development, program operation and reporting, and data tracking.
  • Experience in providing psychosocial education, skills training, or teaching, particularly with the target population.
  • Knowledge of the Texas criminal justice system and the local court systems within the NTBHA service area.
  • Experience participating in a treatment team that develops and monitors treatment plans for persons with severe persistent mental illness and substance use disorders.
  • Knowledge of community resources and providers within the NTBHA service area including supportive housing, employment, shelters, food banks, social service agencies, charities, medical and behavioral health providers, and other resources for the indigent population.
  • Implementation of evidence‑based curriculum for mental health services, preferably in crisis management and/or criminal justice.
  • Knowledge of trauma‑informed care, harm reduction and recovery principles and standards of care.
  • Knowledge of diagnostic and risk assessments using NTBHA accepted tools and practices.
  • Understanding of competency restoration, forensic commitments, and TRR services.
  • Experience with HHSC programming and systems, including Texas Resilience and Recovery, CMBHS, ANSA, and CARE.
