HR & General Affairs Manager (Bilingual Japanese/English)
A leading global housing and construction group is seeking an experienced HR & General Affairs Manager for its corporate headquarters in the North Dallas area. This non-accounting role combines comprehensive Office Management with strategic and operational Human Resources. The ideal candidate will take full ownership of administrative operations, HR policy design, Employee Handbook updates, PTO management, and internal approval/workflow systems.
Essential Duties & ResponsibilitiesHuman Resources (HR):
- Design, implement, and update internal HR policies, procedures, and corporate workflows/approval processes.
- Maintain, review, and update the Employee Handbook to ensure compliance with federal, state, and local labor laws.
- Oversee PTO policies, leave management, employee requests, and approval/settlement processes.
- Manage employee onboarding/offboarding, internal inquiries, performance evaluation frameworks, and team engagement initiatives.
General Affairs & Office Operations:
- Oversee day-to-day corporate office operations, workplace logistics, supply management, and facilities maintenance.
- Serve as the main point of contact for building management, external contractors, and administrative service vendors.
- Lead company-wide operational initiatives, workplace enhancements, and office relocations or reconfigurations as needed.

- Standard Business Hours (Exempt)
- On-site / Hybrid negotiable
North Dallas Area, Texas (Dallas / Fort Worth Metroplex)
- Salary: $100,000 / year (Base salary, negotiable based on experience)

- 5+ years of hands-on experience in Human Resources and General Affairs / Office Management.
- Proven track record in HR policy/system design, Employee Handbook creation/revision, and PTO/leave administration.
- Bilingual fluency in Japanese and English (Native-level Japanese for internal/HQ communication; Professional English for vendors, legal, and local staff).
- Solid knowledge of U.S. labor laws, HR compliance, and administrative workflows.
- Strong organizational, decision-making, and interpersonal skills with high attention to detail.
