Job Description

Collaborates with the Assistant Director and Director in the development of strategic planning of the department. Organizes and prioritizes critical issues and required information to facilitate effective decision making in order for the Director to make effective decisions and clear communication with all internal and external stakeholders. Ensures the execution of departmental priorities in accordance to policies, federal, state and local laws.

Tracks legislative changes and priorities, may advocate for or against legislation impacting the Department. Management Scope:
Directly supervises and the Manager of Research and Statistics and JCMS Manager. Indirectly supervise approximately 10 staff. May represent the Director or Assistant Director in their absence at administrative or stakeholder meetings within county government or at the state level. Serves as point of contact for media relations.

Responsibilities

Ensures action items identified within the Executive Director’s Office are followed up and completed. Leads external business strategy across the department in alignment with departmental priorities. Interactions with federal partners, commissioners, department heads, county staff and the public to facilitate the achievement of program goals. Keeps Director informed of the status of projects and other assignments to control workflow and more accurately forecast departmental needs Attends meetings with elected officials, the media, state and federal government and other public and private organizations to help facilitate decisions and plans in the absence of the Director.

May represent the Director or Assistant Director in their absence at administrative or stakeholder meetings within county government or at the state level. Serves as point of contact for media relations. Oversees development and implementation for data entry and business practices for all operational staff. Prepares and presents data analysis reports and make recommendations for best practices and data driven decisions.

Provides analysis of staff performance for compliance with court and departmental expectations for supervision of youth at all levels of staff in operations. Establishes metrics and KPIs to measure success and impact of programs. Leads efforts to embed data driven decision making which leads to continuous improvement. Oversees staff responsible for coordinating all information system activities for the department, including managing the development and implementation of the Juvenile Information System, monitoring contractor activities, coordinating department’s system with County’s IT Department to ensure proper operation, necessary upgrades, and improvements to meet the department’s needs.

Maintains compliance with current laws and licensing standards, assesses and meets staff and community needs through program resources; develops and evaluates service providers. Plans and oversees functions designed to gain meaningful stakeholder input while appropriately sharing updates and relevant information with stakeholders regarding department ongoing efforts and change. Develops proper protocol and procedures for communicating with government stakeholders. Helps articulate a clear, compelling story about the department’s strategic goals to both internal and public audiences.

Performs other duties as assigned.

Qualifications

Education, Experience and Training:
Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Research, Statistics, Information Sciences, Mathematics, Criminal Justice, Business Administration, or in a job-related field of study. Master’s Degree preferred. Five (5) years of professional level work‑related experience, including four (4) years of managerial experience in a related field. Knowledge of research and statistics preferred. Special Requirements/Knowledge, Skills & Abilities:
