Role:
to set priorities, appoint competent staff, develop the annual budget, assigned jobs, etc. Ensure effective implementation of safety policies and procedures. Performance measurement and data analysis for safety department including personnel. Direct and coordinate with client representative for trouble shooting in daily operation.
Key Responsibilities:- Provide HSE advice and guidance to senior management, project directors, project managers and employees.
- Lead the day-to-day management of the Corporate HSE function.
- Ensure effective implementation, review, updating and auditing of company HSE systems and procedures.
- Ensure compliance with applicable Saudi regulations, international HSE standards, codes of practice and safe systems of work.
- Support site HSE Managers in identifying and controlling workplace hazards.
- Review project inspections, audits and HSE reports, identify unsafe conditions and practices, and recommend corrective actions.
- Investigate accidents and incidents, determine root causes, prepare reports and recommend preventive measures.
- Review HSE programmes and documentation for project execution and tendering requirements.
- Assess subcontractors' HSE policies and monitor their compliance with company standards and applicable legislation.
- Coordinate HSE requirements with Saudi Government authorities, Saudi Aramco and major clients.
- Oversee the implementation of loss prevention programmes across project sites.
- Monitor HSE training requirements and support the development and delivery of safety training programmes.
- Monitor HSE performance and training effectiveness across projects.
- Advise on appropriate PPE, protective clothing, equipment and safe working practices.
- Oversee HSE-related company assets, equipment and procurement requirements.
- Prepare and submit consolidated HSE reports and performance data to management.
- Coordinate with project directors and project managers to ensure consistent implementation of HSE programmes.
- Lead the recruitment, selection and evaluation of HSE personnel for project sites.
- Ensure qualified HSE personnel are appointed to each project according to project requirements.
- Supervise and monitor the performance of site HSE teams and support continuous professional development.
- Maintain up-to-date HSE records, procedures, publications and documentation.
- Keep up to date with developments in HSE, occupational safety and loss prevention.
- Represent the company at relevant HSE meetings, conferences, events and client discussions.
- Promote a strong safety culture and lead by example.
- Graduate of any degrees/or any Engineering Courses.
- Saudi Aramco approval is mandatory.
- Safety specific certifications as mandatory: MS-Office; OSHA; IOSH-Tech; NEBOSH IGC; ISO 14001; ISO 45001; OTHM L6; IOSH-Grad;
Rigger 3 (Third Party);
Scaffold Supervisor (Third Party); WPR;
First Aid;
Train The Trainer.
- NEBOSH
-iDip; MIIRSM; CMIOSH; ASP; CSP; LEED (GA);
- 15+ years of HSE experience within the construction industry.
- Minimum 10 years of experience in an HSE Manager role.
- Strong experience managing HSE functions across multiple construction projects.
- Experience dealing with Saudi Aramco and major clients is essential.
- Strong knowledge of HSE systems, standards and construction safety requirements
- Strong analytical, problem-solving and critical-thinking skills
- Ability to manage HSE teams across multiple project sites.
- Fluency in English and Arabic
