Senior Bid & Proposal Engineer – Electrical Infrastructure

We are looking for an experienced and detail-oriented Senior Bid & Proposal Engineer to join our team and support the growth of our Electrical Infrastructure and Industrial Security business operations.

The ideal candidate will have strong experience in preparing competitive technical and commercial proposals for Medium Voltage (MV) and High Voltage (HV) infrastructure projects, private substations, and voltage upgradation works within the Saudi market.

This role requires solid technical and commercial understanding of substation projects, cost breakdown structures, supplier sourcing, manpower allocation, and coordination across multiple disciplines.

Key Requirements:

• Strong experience in bid management, tendering, and proposal preparation for MV/HV electrical infrastructure and substation projects
• Excellent knowledge of project cost breakdown and estimation methodologies
• Good understanding of private substations, electrical infrastructure works, and voltage upgradation projects
• Strong knowledge of material suppliers, subcontractors, and market pricing within Saudi Arabia
• Experience in manpower costing, resource allocation, and project commercial evaluation
• Ability to review tender documents, technical specifications, BOQs, and commercial requirements
• Good understanding of industrial security minor scopes including CCTV, low current systems, fiber optic infrastructure, and related civil works
• Saudi Arabia experience is highly preferred

Key Responsibilities:

• Prepare technical and commercial proposals for electrical infrastructure and substation projects
• Analyze tender documents, project specifications, BOQs, and client requirements
• Develop accurate project cost estimates including materials, manpower, subcontracting, and indirect costs
• Coordinate with suppliers and subcontractors to obtain competitive quotations and technical compliance
• Support bid strategy development and proposal submission processes
• Work closely with engineering, procurement, and management teams during tender stages
• Evaluate project risks, pricing strategies, and commercial conditions
• Assist in proposal presentations, clarifications, and post-tender negotiations when required

Qualifications:

• Bachelor’s degree in Electrical Engineering or related field
• Strong experience in bid and proposal engineering within the electrical infrastructure sector
• Excellent analytical, commercial, and technical coordination skills
• Strong proficiency in Microsoft Office, estimation tools, and tender documentation processes
