A well-established organization operating in the upstream oil & gas / oilfield services sector is seeking an experienced QHSE Manager to lead its Quality, Health, Safety & Environmental function in Dammam, Saudi Arabia.

This role requires a hands-on QHSE leader with strong operational experience who can go beyond systems and compliance to build a sustainable Quality and HSE culture across the organization. The successful candidate will be expected to influence senior management and field teams, strengthen accountability, improve QHSE behaviors, and drive measurable improvement in operational performance.

A well-established organization operating in the upstream oil & gas / oilfield services sector is seeking an experienced QHSE Manager to lead its Quality, Health, Safety & Environmental function in Dammam, Saudi Arabia.

This role requires a hands-on QHSE leader with strong operational experience who can go beyond systems and compliance to build a sustainable Quality and HSE culture across the organization. The successful candidate will be expected to influence senior management and field teams, strengthen accountability, improve QHSE behaviors, and drive measurable improvement in operational performance.

Key Responsibilities
  • Lead the organization's overall QHSE strategy, culture, governance, and performance.
  • Build and embed a strong Quality and HSE culture across management, operational and field teams, with clear ownership and accountability.
  • Take direct ownership of the QHSE Management System and maintain compliance with API Spec Q2, ISO 9001, ISO 14001 and ISO 45001 requirements.
  • Lead internal, client, certification, surveillance and third-party audits, ensuring effective closure of findings and non-conformities.
  • Lead operational risk assessments, incident and near-miss investigations, root-cause analysis, and implementation of effective corrective and preventive actions.
  • Establish and monitor meaningful QHSE KPIs, including leading and lagging indicators, and use performance data to drive operational and behavioral improvement.
  • Strengthen QHSE awareness, competency and engagement through effective training, coaching, field presence and management involvement.
  • Ensure emergency preparedness and effective management of operational and journey-related risks.
  • Manage client QHSE requirements, prequalification assessments, project QHSE plans, supplier/vendor compliance and related audits.
  • Advise senior management on QHSE risks, compliance gaps, organizational behaviors and improvement priorities.
  • Lead management reviews and drive continuous improvement across Quality, Health, Safety and Environmental performance.
Essential Requirements

Candidates should meet the following mandatory requirements:

  • Bachelor's degree in Occupational Health & Safety, Quality, Engineering or a related discipline.
  • Minimum 10 years of relevant QHSE experience, including significant leadership/management responsibility.
  • Minimum 5 years of direct QHSE experience in upstream oil & gas operations or oilfield services.
  • Hands-on experience managing or maintaining an API Spec Q1 or Q2-compliant Quality Management System.
  • Proven experience managing ISO 9001, ISO 14001 and ISO 45001 management systems.
  • Demonstrated experience leading internal, client and/or third-party QHSE audits.
  • Proven operational experience in risk management, incident investigation, root-cause analysis and corrective action management.
  • Demonstrated track record of building or materially improving QHSE culture, including engagement with both management and frontline/field employees.
  • Professional HSE qualification such as NEBOSH, IOSH, OSHA or equivalent.
  • Strong leadership, influencing, communication, coaching and problem-solving capabilities.
  • Excellent written and spoken English.
Preferred
  • Lead Auditor qualification.
  • Experience leading or serving as the primary QHSE representative during API Spec Q1 or Q2 certification, surveillance or recertification audits.
  • Strong exposure to oil & gas client audits, prequalification requirements and field operations.
