Permanent A leading civil engineering and enabling works contractor (c. £300m turnover) is seeking a Pre-Construction Technical Manager to support its expanding civils division. The business delivers major earthworks, enabling works, remediation, infrastructure and ground-engineering packages across the UK.

Role Overview You will lead the technical and engineering function at pre-construction stage , ensuring tenders, methodologies and buildability solutions are robust, competitive and aligned with best practice. Working closely with estimating, planning and engineering teams, you will shape early-stage project strategy on major civils and enabling schemes.

Key Responsibilities Provide technical leadership for tenders, feasibility studies and pre-construction planning Review drawings, specifications, ground models and client documentation Develop methodologies, sequencing, buildability and temporary works considerations Support value engineering , risk identification and mitigation Deliver technical assurance across civils, earthworks, remediation and enabling works Liaise with clients, designers, planners and delivery teams Ensure compliance with relevant industry standards, codes and safety requirements Experience Required We are specifically looking for candidates who have: A strong civil engineering background with hands-on experience in:
Enabling works Earthworks Remediation Infrastructure / heavy civils Groundworks Proven experience in pre-construction, technical management, bid support or early-stage engineering Strong understanding of buildability, methodology development, temporary works, sequencing and engineering assurance Experience working for a major civils, enabling or groundworks contractor (competitor-level experience essential no company names required) Degree or equivalent in Civil Engineering or related discipline Whats on Offer Influence major UK civils and enabling projects at pre-construction stage Join a well-resourced contractor with long-term frameworks and strong pipeline Clear progression within a growing technical and engineering function
