As part of the AJISS Coastal Support team, the Technical Specification Writer supports the Royal Canadian Navy Arctic and Offshore Patrol Vessels (AOPV) and Joint Support Ship (JSS) class vessels managed by Thales under the AOPS & JSS In‑Service Support contract. Accountable to the Resource Manager – Coastal Support and responsive to the Coastal Engineering Services Manager, the writer develops specifications and Statements of Work (SOWs) for corrective maintenance of various systems and equipment, ensuring Class Society and objective quality evidence requirements are captured.
The role frequently liaises with ship staff, Fleet Maintenance Facilities (FMF) work centers, and other stakeholders.
This position requires direct or indirect access to hardware, software, or technical information controlled under the Canadian Export Control List, the Canadian Controlled Goods Program, the Canadian Industrial Security Program, the US ITAR, and/or the US Export Administration Regulations (EAR). All applicants must be eligible or able to obtain authorization for such access, including a Canadian NATO Secret clearance.
Key Areas of Responsibility- Develop Work Instructions and Statements of Work (SOW) to support defect resolution.
- Liaise with OEMs, FMF work centers, and ship staff to understand defect nature.
- Conduct investigations onboard the ship or within the Technical Document Package (TDP).
- Coordinate with LCMM & Engineering to identify and communicate inadequacies within the TDP and propose improvements.
- Assist with creation of Deviations & Waivers for planned corrective maintenance.
- Support Service Delivery in managing Service Providers performing corrective maintenance on board ships.
- Maintain working relationships within Thales and the customer's organization for coordination and rapid defect resolution.
- Identify required material to support defect resolution and place demands in Thales’ Maintenance Management Information System.
- 2‑year technical diploma in a mechanical field from a recognized institute, or USQ‑S1 Mechanical Technician / Military QL5 certification.
- Minimum of 3 years technical professional work experience in the marine/offshore sector within the last 10 years.
- Strong working knowledge of maintenance, operation, design, and/or troubleshooting of marine mechanical systems.
- Excellent oral and written communication skills.
- Team player, fluent in English.
- Expert knowledge of Microsoft Office products.
- 3‑year technical diploma in a mechanical field from a recognized institute.
- Certified as a technologist by a recognized provincial, state, or federal licensing body.
- Certified Marine Technician (RQ‑PO1 or RQ‑PO2) or QL 6A/7 Marine Engineer.
- Minimum of 5 years technical professional experience in the marine/offshore sector within the last 10 years.
- Familiarity with workplace health and safety requirements, including LOTO, Hot Work, and Confined Space procedures.
- Previous experience with the Royal Canadian Navy or Canadian Coast Guard.
- Knowledge of classification society, SOLAS/IMO, IEEE, CSA, Naval Ship Code, and DND regulations is an asset.
- DRMIS experience is an asset.
- Combination of office work, dockyard work, and onboard naval ships.
- Regular inspections of machinery spaces involving bending and twisting.
- Willingness to work aloft and in confined spaces on board ships (training provided).
Position Requirements
- Schedule:
40 hours per week. - Work location:
Hybrid – primarily in the Halifax dockyard when ships are alongside, with occasional home/Thales office work. - Travel:
Occasional domestic or international travel may be required.
The Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and variable compensation, is between $90,000 and $130,000 CAD annually.
