About the Role

Reporting to the Director of Human Resources; the Manager, Talent and Organizational Development provides strategic, operational leadership, tactical advice and guidance for a range of Human Resources programs that influence the employment experience at WCBNS: including learning and development, employee engagement, leadership development, performance management, reward and recognition, diversity and inclusion, talent development, workforce planning, succession planning, and policy management.

As a member of the Human Resources Leadership Team, this role contributes to the development and execution of the organization’s People Strategy and champions initiatives that strengthen leadership capacity, employee growth, succession readiness, and organizational performance. Through innovative learning, talent, and organizational development practices, the Manager fosters a high‑performing, inclusive, and engaged workforce while ensuring employees and leaders have the capabilities required to meet current and future business needs.

The Manager, Talent and Organizational Development is responsible for the design, implementation, and ongoing evolution of the organization’s enterprise talent, leadership, learning, and change strategies. This role establishes and applies leading practices in organizational leadership effectiveness, learning transformation, and change to enable sustainable business, cultural, and workforce outcomes.

This position provides enterprise leadership in the development of talent and leadership frameworks, programs, and initiatives that build current and future organizational capability. The Manager is accountable for anticipating future workforce and skill requirements, identifying talent gaps, and developing workforce plans aligned with business strategy.

The Manager is accountable for WCBNS' Learning and Development Strategy, including governance, enterprise learning priorities, and the design, delivery, and evaluation of learning solutions. Particular emphasis is placed on leadership development, management effectiveness, professional growth, and the development of critical organizational competencies. The role ensures learning strategies remain contemporary, scalable, and aligned with best practices in adult learning, talent development, and workforce capability building.

Your

Experience & Skills
  • University degree in Human Resources, Business Administration, Organizational Development, Adult Education, Industrial/Organizational Psychology, or a related field.
  • Minimum of five to seven years of progressive experience in Human Resources, Talent Development, Leadership Development, Learning and Development, or Organizational Development.
  • Minimum three years of leadership experience.
  • Chartered Professional in Human Resources (CPHR) designation is considered an asset.
  • Certificate in Adult Education, Leadership Coaching, Talent Management, Organizational Development, or related discipline is considered an asset.
