Code Enforcement Officer

Job Overview

Under general supervision, performs work of moderate difficulty involving inspection and enforcement of applicable ordinances pertaining to parking, environmental codes, zoning, solid waste, signs, and related code enforcement regulations. This position will not be a standard shift, and the schedule will be assigned at the time of hire but will not include a twenty‑four hour operational shift. There will be alternate shifts to include several Sundays for special downtown events or other duties as required, and the employee will be advised pursuant to the union contract.

• Performs a variety of inspection and enforcement duties in relation to parking, environmental codes (debris), temporary signs, and zoning regulations.
• Ascertains and gathers facts related to applicable ordinances and regulations and determines the proper action to be taken.
• Issues citations for misdemeanors and code infractions listed above.
• Prepares reports and correspondence for review and approval by supervisor.
• Responsible for City’s parking garage pay stations, ensuring operability, cash collection, ticketing unpaid vehicles in parking ramps, and maintaining cleanliness and operability of lights and equipment.
• Responsible for Temporary No Parking for special events.
• Handles after‑hours nuisance calls related to debris and residential parking monitoring.
• Enforces and ensures compliance with local animal‑control ordinances, including responding to stray animal calls, investigating complaints, transporting animals, and issuing citations when necessary.

• High School Diploma or GED equivalent.
• Two years of progressively responsible customer service or enforcement work.
• Valid driver’s license throughout the duration of employment.
• Availability for a varied work schedule including some evenings and weekends.
• Must pass a background check as prescribed by the City of Davenport.
• Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.
• Strongly encouraged to receive pre‑exposure rabies vaccination.

• Considerable knowledge of principles and practices related to parking, environmental and health conditions.
• Good knowledge of the geography of the City.
• Proficiency with computer programs related to data entry, reporting, and text.
• Considerable skill in interpreting and enforcing regulations with firmness, tact, and impartiality.
• Ability to recognize unsafe conditions in property maintenance and health hazards and other code violations.
• Strong oral, written, and electronic communication skills.
• Working skill in maintaining written and electronic records and preparing reports.
• Skill in computer entry, assigning, inspecting, and checking work of department employees.
