IT Project Manager, Systems Analyst
Serves as a key liaison between end users, department leadership, and technology vendors to plan, implement, and manage technology initiatives. The position is responsible for defining project requirements, coordinating progress, and ensuring IT and software implementation projects are completed on time, within scope, and within budget.

Act as a liaison among end users, department heads, and technology vendors to understand business needs, define detailed project requirements, and ensure effective communication throughout all project phases. Translate complex business processes into clear technical requirements and solutions.
Manage IT and software implementation projects from initiation through completion. Develop project plans, define deliverables, monitor timelines, and ensure objectives, deadlines, and budgets are met. Coordinate with internal departments, external vendors, and consultants to deliver quality outcomes.
Lead cross-developmental meetings, facilitate collaboration, and track project milestones. Maintain transparent communication among all stakeholders to ensure alignment of project goals, priorities and progress.
Assist in the deployment and implementation of new technology solutions. Coordinate and conduct system testing, user acceptance testing (UAT), and end-user training to ensure successful implementation and adoption.
Monitor project performance and identify potential risks or issues. Prepare and present project status updates, performance reports, and risk assessments to senior leadership, recommending mitigation strategies as needed.
Ensure that all modernization efforts and technology implementations comply with industry best practices, cybersecurity standards, and applicable laws and regulations. Maintain awareness of emerging technologies and recommend improvements to existing systems and processes.
Provide regular updates to department heads and City leadership on project progress, issues, and impacts. Support strategic planning efforts by providing analysis and recommendations for technology initiatives.
Perform other related duties as assigned.
QualificationsBachelor’s degree from an accredited college or university in business administration, information systems, or a closely related field, plus at least three (3) years of experience in project coordination, information technology services, business analysis, or process improvement; or an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work.
Must possess a valid driver’s license and maintain it throughout the duration of employment.
Must pass a background check as prescribed by the City of Davenport.
Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.
Knowledge and Skills Knowledge of:- Principles and practices of business and systems analysis, including requirements gathering, documentation, and process mapping.

- Principles of information technology systems, databases, networks, and software development life cycles (SDLC).
