Director, Policies, Compliance and Programmatic Agreements – Davis, CA. Job . University of California Agriculture and Natural Resources (UC ANR).
This position is responsible for administration of policy, compliance, ethics, and Programmatic Agreements. The Director ensures UC ANR's statewide, regional, and county operations comply with University policy and state and federal law, guides contract terms, agreements, and governance decisions, and serves as a central resource for policy matters. The role includes policy development, compliance reviews, programmatic updates, evaluating emerging laws, managing delegations of authority, overseeing conflict of interest reporting, and ensuring compliance with state information and transparency laws.
The Director leads UC ANR s records management and privacy programs, and collaborates with the Office of the General Counsel and UCOP administrative offices.
The home department is Imm Office Controller Business Services. Hybrid work arrangements may be available for California-based applicants. This is a career appointment that is 100% fixed.
Key Responsibilities- Project Policy Analysis (25%):
Lead planning, development, and administration of UC ANR policies; oversee the policy management system; align with University-wide standards and applicable laws; serve as liaison to the UC Office of the President and Systemwide Policy Officers. - Ethics & Compliance (20%):
Provide leadership in compliance, governance, and accountability frameworks; promote safety, equity, and ethical conduct through policies, training, and oversight; develop and coordinate policy communications; ensure organizational practices comply with laws and University standards. - Public Accountability and Governance (20%):
Oversee records management policies and practices; establish processes for retention and disposition of University records; research and summarize best practices in the field. - General Administration (15%):
Resolve complex procedural issues; guide policy and planning committees; manage and develop professional staff; provide analytical and interpretive support to Controller and senior managers; ensure compliance with laws and UC policies. - MOUs and Programmatic Agreements (10%):
Structure and administer contracts and agreements, including MOUs and leases; ensure compliance with policies and regulations; collaborate with stakeholders and subject-matter experts as needed. - Legal Liaison (10%):
Serve as liaison with the Office of the General Counsel; advise senior leadership on legal and procedural matters to reduce risk; support OGC attorneys and consult on quasi-legal issues.
- Advanced degree (e.g., JD, MBA, MPA, or related field) or equivalent experience in policy, compliance, or legal administration.
- Professional certifications in compliance, ethics, auditing, or related areas (e.g., CCEP, CIA, CCEP-I).
- Experience in higher education, research administration, or large public institutions with complex governance structures.
- Familiarity with the University of California s policies, systems, and administrative processes.
- Experience with public records laws.
- Experience with internal workplace investigations and monitoring or mentoring investigations.
- Must possess a valid California driver s license; travel as needed; reimbursement of travel according to University policies.
- Background check required; fingerprinting may be required; UC ANR hires individuals with conviction histories and reviews information in the context of job responsibilities.
