Stellar Innovations & Solutions Inc. is seeking a IT Requirements Manager to serve a senior role on a government project supporting the Air Force at Wright‑Patterson AFB in Dayton, OH. The position is a hybrid leadership role that combines Requirements Manager, Deputy Project Manager, and Technical Analyst duties.
Responsibilities- Actively investigate existing legacy systems to determine software needs (read code, query data, interview users).
- Serve as the primary driver of the team backlog; decompose high‑level information into testable User Stories.
- Act as the translation layer between non‑technical stakeholders/partners and the software development team.
- Analyze user experience and business logic; focus on how data moves through a complex supply chain and ensure the new system improves flow.
- Oversee functional and non‑functional requirements; capture detailed descriptions, completion criteria.
- Facilitate daily stand‑ups, sprint planning, backlog refinement (SCRUM).
- Assist the Program Manager, manage stakeholder expectations and reporting when necessary.
- Participate in peer reviews of requirements documentation to ensure clarity and testability.
- SQL – proficiency in writing and reading queries to analyze data relationships.
- COBOL – ability to read legacy COBOL code for embedded business rules (highly preferred).
- Java – ability to read and interpret Java code for system logic (highly preferred).
- 5+ years of experience in Requirements Management, Business Analysis, or Systems Analysis.
- Ability to read code and reverse‑engineer business rules.
- Supply chain knowledge of complex workflows.
- Experience acting as Scrum Master or Product Owner in an Agile environment.
- Assertive communication style, high emotional intelligence, and ability to translate technical to business language.
- Confidential Clearance.
- U.S. Citizenship mandatory.
