DISTINGUISHING JOB CHARACTERISTICS
Provides leadership to the Court Services Department by ensuring efficient case‑flow management of civil, abuse, neglect, dependency (A,N,D) and delinquency case types. Responsible for managing the Juvenile Court official record and ensuring Juvenile Court’s compliance with the Ohio Revised Code, the Ohio Rules of Civil and Criminal Procedure and Ohio Supreme Court Rules of Superintendence. Responsible for leadership and management of 38 Court Services staff.
Responsible for implementation, management and ongoing maintenance of the Juvenile Court E‑Filling system.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Works at the direction of the Clerk of Court/Administrative Judge and Court Administration to ensure Ohio Rules of Superintendence, Ohio Juvenile Rules and the Ohio Rules of Civil and Criminal Procedures are followed.
Responsible for implementation, management and ongoing maintenance of the Juvenile Court E‑Filling system.
Makes recommendations for adjustments to departmental operations and case‑flow management to ensure cases are processed in a fair and expeditious manner.
Establishes policies and procedures for data entry, classifying cases, and maintaining case status inventory.
Prepares case management operating guidelines used for developing and implementing work related procedures and case management manuals for Clerk’s Office and Clerks in the Courtroom (CIC).
Identifies and recommends resource allocation and staffing needs, and reports financial needs and impact.
Reviews and evaluates court orders to determine case status, and establishes actions that can be taken by staff.
Responsible for Sealing and Expunging Records pursuant to Ohio law.
Determines priorities for service improvements within the Court Services Department. Studies current process and identifies methods for improvement, develops processes and plans and facilitates implementation. Conducts management reviews and makes written recommendations to enhance services.
Analyzes monthly Supreme Court Report, summarizes significant changes in data and defines cause of changes including numbers and types of cases moving in and out of the system, changes in court procedures effecting case‑flow, case processing time, and other processes.
Manages Court Services operations and staff engaged in the filing of new complaints and motions, processing of Court documents, case management of Magistrates dockets, completion of court entry checklists and the docketing and mailing of all court entries.
Works closely with both Court Services Supervisors and staff to identify work issues and problems, explore ideas, and coordinate work operations. Leads and participates in meetings and committees within the Court and with community partners.
Responsible for the creation and maintenance of an E‑filing system for the public and attorneys.
Prepares reports for submission to the Finance Department including IV‑D billing, fingerprinting and other monthly reports.
Provides guidance to deputy clerks regarding case filing and processing matters; interpret rules and resolve filing issues consistent with Court and office goals.
