General Description:

Leads the technical service, projects, reliability, and PCC engineers in the optimization, maintenance, improvement and installation of assets. Leads the quality team, both hourly and salary, in the safe and compliant operation of the Lab. Leads the integrity team in the overall management and execution of our site inspection program.

Roles and Responsibilities:

• Recruits, develops, assigns and supervises engineers
• Assumes responsibility for process, and PCC engineering improvements of the assets.
• Assumes responsibility for project managers and their safe and efficient execution of projects.
• Assumes responsibility for inspectors and maintaining the mechanical integrity of the assets.
• Assumes responsibility for Lab foreman, chemist and technicians in the safe and efficient analysis of all Site samples, including environmental compliance.
• Assigns personnel to investigate and resolve problems
• Leads team in improving asset reliability
• Plans and submits annual budget
• Plans and supports career development for staff
• Conducts performance evaluations
• Implements projects to improve asset performance
• Assumes responsibility for planning capital expenditures and managing overall project portfolio
• Lobbies for project funding; forecasts asset improvements
• Develops project scope, cost and benefits
• Prioritizes projects through cost/benefit analyses
• Serves as SPA for all assigned projects, interface with project gatekeepers
• Provides necessary resources to complete projects
• Reviews new procedures stemming from process changes
• Forecasts and monitors capital spending
  
  Assists with selection of construction contractors
• Accountable for maintaining the registry of critical equipment for the site
• Assumes responsibility for Quality Management System
• Provides assurance for continuation of ISO
  9001 certification
• Monitors procedure and standard compliance
• Provides oversight in the resolution of site quality challenges and analysis
• Maintenance Lab infrastructure and manages supporting annual budget
• Assumes responsibility for related duties as required or assigned.
• Maintains a clean and well-organized work area
• Attends meetings as required
• Attends training as required
• Complies with all HSSE programs, policies and procedures
• Performs special projects and miscellaneous duties as assigned

Education/Experience/Certifications

Required:

• Bachelor’s Degree in an engineering discipline
• Field experience in refining or chemical manufacturing
• Group or team lead experience
• Proven record of sound judgment and effective decision making
• Excellent interpersonal skills
• Highly developed experience in project management
• Knowledge of production processes; use of P&IDs, PFDs and control schematics
• Proficient in Excel, Word, PowerPoint, Outlook, and other standard office software
• Strong organizational skills
• Understanding of financial principles

Education/Experience/Certifications Preferred:

• Knowledge of corporate policies; e.g., Capital
