Refuse Driver Collector

DescriptionOversee and serve as the key advisor on budgeting, financial and contract management, human resources, facility planning, performance measures, infrastructure improvement and analytical services. The Division has an annual budget over $50 million with 83 revenue sources, employs 220 staff and operates with 100 service contracts.
Examples of Duties- Oversee annual budget development; monitor expenditures and reconcile with budget; analyze financial data, report on findings and suggest options for action; prepare supplemental appropriations and authorize budget revisions.
- Participate in the investigation and evaluation of human resource issues and make recommendations on resolutions; direct and/or analyze and assess human resource information and internal systems, and make recommendations on changes or revisions to improve administrative productivity and performance.
- Interpret, administer and advise on administrative policies and procedures for personnel, payroll, purchasing, contracting, process improvement and grant reporting compliance.
- Act as the administrative services technical liaison with internal staff and external sources on financial and administrative matters, represent the division at department operations meetings and in Department-wide administrative projects.
- Develop and coordinate implementation of internal control procedures and monitoring tools (e.g., calendar to assure administrative and programmatic deadlines are met).
- Develop, coordinate and implement projects to enhance productivity and services provided by the Division.
- Supervise the work of assigned staff and provide quality check of technical work being performed by assigned staff and/or division staff.
- Thorough knowledge of practices related to budgeting, project accounting, governmental accounting; methods and techniques of project management, organizational design and development, management analysis and statistics; administrative and legal aspects of service contracts, purchasing, personnel administration, human resource and labor relations in a government setting.
- Working knowledge of principles and practices of human resources and labor relations, employment law, economics, public policy development, performance improvement coaching and business productivity enhancement; as well as public health funding sources and mechanisms.
- Demonstrated ability to develop and analyze budgets; develop and manage work plans; understand and write technical reports; work and meet deadlines and time constraints; implement and initiate projects; work on multiple tasks and projects simultaneously.
- Communicate and work with stakeholders with diverse perspectives and interests; problem solve and resolve conflict and negotiate for positive results.
