Overview
GENERAL
PURPOSE:
Under the direction of the Enterprise Applications Manager, this entry-level position supports the City’s Geographic Information Systems (GIS) by collecting and analyzing spatial data to create maps and reports used by various departments. The GIS Analyst helps maintain accurate GIS data, assists with asset management goals, and works with teams across the city to support decision-making. Training and support will be provided, and there are opportunities to grow technical skills and gain hands-on experience in the city GIS operations.

Essential Duties and Responsibilities- Oversees the collection of raw data for input into GIS; performs data entry, data conversion, and data organization for data entry into the system; verifies or collects field data; compiles, digitizes, rectifies and enters interdepartmental information into the GIS database; manipulates and analyzes data to generate reports, maps, and other technical documents.
- Provides information on drainage, water, sanitary sewer, streets, and property; responds to mapping and information requests by City employees, private companies, and other governmental agencies, as required.
- Programs applications for use in the GIS; performs various calculations and computations using the GIS.
- Updates and maintains various datasets and maps, including the official town street, property, centerline, subdivision, water, sanitary sewer, storm water, and utility data using GIS software; creates and develops database layers for the City infrastructure in the GIS system.
- Serves a key role in developing and advancing the City’s GIS asset management plans and goals and works closely with other departments to ensure data accuracy, consistency, and alignment with city and department objectives.
- Researches and interprets engineering construction plans, plats, legal metes, and bounds descriptions and various mapped information; extracts relevant information for data entry; analyzes data.
- Analyzes and performs quality checks on all GIS data.
- Provide technical assistance and support for GIS users, including troubleshooting, diagnostics, problem resolution and general question response.
- Analyze user department requests and provide solutions to meet operational needs.
- Conduct end user training and develop end user documentation.
- Establish mapping procedures and standards for all map products.
- Coordinate with other departments on their GIS needs.
- Research and analyze new technologies to improve GIS operations and efficiency.
- Serve as a critical resource to the Emergency Operation Center.
- Maintain good working relationships with vendors, outside entities, and city departments.
- Available for on-call duties as necessary.
- Daily attendance is required.
Performs all other related duties as assigned, including any special or recurring projects or assignments.
DesiredMinimum Qualifications
Education and Experience:
Bachelor's degree in Geography, Geosciences, Information Systems, Computer Science or related field of study, with emphasis in Geographic Information Systems
Working knowledge of setting up and controlling ARCGIS server systems
Knowledge of SQL and relational databases
Necessary
Knowledge, Skills and Abilities:
Experience with ESRI ArcGIS software suite (ArcGIS Pro, ArcGIS Online) is required.
Understanding of cartographic principles and geospatial data management.
Proficient in Geodatabase design, domain, subtype, versioning editing workflow.
Familiarity with spatial data formats (e.g., shape files, geodatabases, raster data) and coordinate systems.
Requires good oral and written communication skills; knowledge of English grammar, punctuation and spelling, and the ability to understand and carry out oral and written instructions.
Ability to serve the public and other City departments in a diplomatic and professional manner, exercising good emotional control; must have good interpersonal skills.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
