Responsibilities

The individual in this position is responsible for environmental regulatory compliance at a chemical manufacturing facility with a special emphasis on water regulatory programs. The individual will interface with a diverse group of customers including process and project engineering, operations, maintenance, laboratory staff, site leadership and outside regulatory agencies. The successful candidate will be someone capable of leading improvement initiatives, highly organized, a team player and can balance field presence with demands for meetings and office-based work.

The individual must be committed to going beyond simply reporting compliance issues, they must be looking for solutions to existing noncompliance issues and looking forward to prevent new ones.

  • A Day in the Life – Demonstrates ownership for assigned site environmental regulatory programs and develop expertise in supporting regulations and agency policies. Assigned programs will include TPDES and MSGP permit compliance, SWPPP, Potable Water Program, SPCC, TRI, Subsidence District groundwater permit and Sustainability reporting for water.
  • Responsible for renewal/amendments of 2 TPDES permits and ensuring compliance with TPDES permit requirements.
  • Active member of Operation Clean Sweep Team that focuses on the prevention of plastic in effluent water.
  • Leads Storm Water Pollution Prevention Team for site in accordance with MSGP requirements.
  • Works with on-site and third party laboratories to ensure accurate analysis of water samples.
  • Oversees compliance with TCEQ and EPA regulations for 3 Public Drinking Water Systems at site including sampling, plan development and implementation, and reporting.
  • Interacts with site personnel to ensure a consistent understanding of regulatory requirements and robust compliance processes are implemented.
  • Serve as a site representative during regulatory inspections.
  • Complete and submit accurate environmental reports to regulatory agencies including, but not limited to monthly Discharge Monitoring Reports and annual TRI.
  • Responsible for reporting water usage and releases to water for internal sustainability report.
  • Delivers effective interpretation and communication of regulatory requirements to plant personnel.
  • Works collaboratively with peers, legal counsel and outside experts when rule or permit ambiguity exists.
  • Serves in On-Call rotation for environmental release reporting to regulatory agencies.
  • Represents the site in trade organizations and best practice groups.
  • Identifies, leads and develops projects and initiatives that improve HSE performance.
  • Leads and participates in incident investigations.
  • Delivers HSE training to new employees and others as needed.
  • Maintains and reviews procedures related to assigned regulatory programs.
You Bring This Value
  • Four year applicable Engineering or Science degree.
  • Typically a minimum of 3 years of relevant experience in a chemical manufacturing or refinery or environmental consulting with a focus on wastewater and stormwater compliance.
  • Demonstrated capability to understand regulations and permit requirements that affect chemical manufacturing facilities.
  • Excellent written and oral communication skills with the ability to effectively communicate at all levels of the organization.
