Software Engineer I/II – Information Technology
Location:
DeLand, FL. The County of Volusia seeks an experienced Software Engineer for the Information Technology division. This role is offered at two levels:
Software Engineer I (entry‑level) and Software Engineer II (progressive responsibilities).
- Programming, configuring and customizing computer systems.
- Providing customer support and training for end users.
- Documenting user requirements and business processes.
- Analyzing complex data sets to support business processes.
- For Software Engineer II: determining project resource requirements (personnel, hardware, software), analyzing cost statistics, designing and implementing compliant computer systems, creating coding/specification tasks, reviewing code, coordinating new or modified system implementation, identifying improvement opportunities, acting as liaison to user agencies, producing user documentation, conducting training, assisting management presentations, ensuring compliance with federal, state, county, and local ordinances, attending work regularly, responding to emergencies, and performing other assigned duties.
Duties
- All duties of a Software Engineer I plus the following responsibilities.
- Determine project resource requirements.
- Analyze cost statistics and prepare economic comparisons.
- Design and implement computer systems, ensuring compliance with established standards.
- Create specifications for coding, testing, and implementation tasks.
- Review program code for compliance with established standards.
- Coordinate implementation of new or modified computer systems.
- Identify opportunities to modify or improve existing systems.
- Act as a liaison to a user agency.
- Create and maintain non‑technical user documentation, help files, and training materials.
- Conduct user training sessions.
- Assist with management presentations regarding a computer system.
- Adhere to Federal, State, County, and Local ordinances.
- Attend work on a continuous and regular basis.
- Respond to emergency situations.
- Perform other duties as assigned.
- Software Engineer I – Bachelor's degree in Mathematics, Computer Science, Data Processing, or related field and one (1) year of responsible programming experience. Salary: $60,260.00.
- Software Engineer II – Bachelor's degree in Mathematics, Computer Science, Data Processing, or related field and two (2) years of responsible programming experience. Salary: $63,873.00. A comparable amount of training, education, or experience may substitute (e.g., Associate’s degree and four (4) years of experience).
- Principles of database management systems, including data storage, retrieval, and manipulation.
- Knowledge of governmental functions and the information required from data processing services.
- Proficiency with Microsoft Office products.
- Understanding of the operating characteristics, capabilities, and limitations of a large, integrated, multi‑platform site.
- Skill in the use of database software, including Oracle and/or Microsoft SQL Server.
- Skill in design and documentation of computer systems.
- Skill in analysis, design, development, and support of Oracle and/or Microsoft SQL Server databases.
- Skill in developing interfaces using Oracle and/or Microsoft SQL Server stored procedures.
- Skill in C#, Python, or a similar scripting language.
- Skill in analysis, design, development, and administration of relational databases.
- Ability to establish and maintain effective working relationships.
- Ability to analyze data, develop conclusions, and produce summary reports.
- Ability to plan, schedule, and coordinate the work effort of developing computer systems.
- Ability to interpret system statements, develop detailed flow charts, and prepare block diagrams indicating hardware configuration.
- Ability to develop interfaces using database procedures.
- Ability to recognize opportunities for system improvements.
- Ability to support financial, permitting, and/or document management systems.
- Ability to clearly document business rules and use cases.
