Objectives
Individual maintains computer networks and provides technical support to associates and agency employees. Installs and configures hardware and software and troubleshoots technical issues. Individual reports directly to the Business Administrator.
Job StandardsAssociate degree in computer science, information technology, or a related field, plus a minimum of two (2) years of experience working with Job and Family Services systems or in a related information technology role OR an equivalent level of experience to encompass the education and experience required combined with a demonstrated ability to manage and lead subordinate personnel.
Must possess a valid Driver’s License and acceptable driving record.
All required licenses and certificates must be maintained as a condition of continued employment.
Essential Functions- Plans, organizes, and directs work activities of assigned staff; provides ongoing feedback, conducts performance evaluations, supports employee development, and administers corrective action as appropriate; ensures staff compliance with organizational and department policies, work rules, and operational procedures, consulting with management and HR on personnel matters as needed.
- Reviews and approves employee time sheets, leave requests, overtime, and work schedules to ensure adequate coverage and compliance with county and department requirements; communicates scheduling expectations to staff.
- Acts as the Technical Point of Contact (TPOC), initial point of contact between county agency information technology environment and ODJFS.
- Assigns work; trains employees; evaluates employee performance; reviews employee time sheets, authorizes overtime and approves leave requests; ensures effective communication of information to employees.
- Performs installations, configurations, and troubleshoots hardware, software, systems, networks, printers, scanners, fax, phones, and security systems.
- Responds timely to service issues and requests.
- Submits access requests to appropriate departments to ensure necessary systems and software are accessible.
- Assists individuals with account setup and ensures system access is in place.
- Repairs and replaces equipment when possible, and coordinates service calls when necessary.
- Troubleshoots technical issues to determine plan of action to reach a resolution.
- Procures materials and services for the agency as assigned adhering to County, state and federal requirements.
- Prepares recommendations for technology and facility equipment upgrades and updates to facilitate budget preparation.
- Develops monthly and quarterly reports to track IT incidents.
- Performs quality assurance and ensures confidentiality and cyber security is maintained.
- Manages implementation or new hardware, software, programs, processes and ensures end users receive necessary training.
- Attends conferences, workshops and trainings to obtain or maintain knowledge of current technology.
- Maintains and updates agency website and SharePoint Site.
- Processes, files and distributes incoming and outgoing documentation, correspondence and telephone inquiries.
- Interprets and implements Federal and State regulations including staying abreast of legislative changes and mandates.
- Works outside of typical work schedule/business hours as required.
- Performs typing, word processing, and related computer operations.
- Demonstrates regular and predictable attendance.
- Other tasks as assigned.
Performs related Essential/Non-Essential functions as required.
EquipmentAbility to operate a variety of office equipment such as computer, copier, telephone, IPad, calculator, FAX machine, VCR/DVD player, and other equipment necessary to perform duties. Individual uses personal protective equipment as necessary. Ability to safely operate a motor vehicle is required.
Critical Skills/Expertise- Thorough knowledge and the ability to create and work in computer applications such as Word, Excel, PowerPoint, Access, SharePoint, Teams, and intranet/internet functions;
- Ability to interpret and apply technical material to troubleshoot, upgrade, update, repair, or request maintenance;
- Knowledge of the Ohio Revised Code and internal administrative and financial procedures;
- Knowledge of the fundamentals of fund accounting and financial reporting principles and practices;
- Ability to interpret and implement policies, procedures and governmental codes;
- Ability to work independently and as part of a team;
- Thorough knowledge of and ability to apply effective supervisory skills to direct, motivate, and manage subordinate personnel;
- Extensive knowledge of and ability to apply policies and procedures to assist staff in the performance of their responsibilities;
- Ability to work effectively with clients who may be upset, distraught, irate, emotionally or mentally or otherwise unable to function within reasonable range of constructive behaviors;
