This is technical work conducting the eligibility process, investigating and inspecting properties for various housing rehabilitation and Curb Appeal program guidelines. Prepares work specifications and cost estimates for improvement or new construction, and reviews construction work in progress. Assists with processing payment as each project phase of construction is completed. Work is performed under the general supervision of the Neighborhood Services Administrator in Neighborhood & Community Services Department.

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Educates homeowners on repairs required to meet applicable building codes and program requirements.
  • Assists contractors with permitting process including but not limited to working with plan reviewers and City inspectors, reviewing Florida Building Code and creating construction documents.
  • Acts as the primary liaison between the homeowner and the contractor to ensure timeliness, accuracy and efficient completion of rehabilitation projects.
  • Creates Scopes of Work (SOW) to maximize energy efficiency items from insulation, windows, doors, floors, ceilings etc.
  • Creates landscaping design plans to meet City’s landscape requirements. This may include locating trees on site to ensure future growth and promote energy efficiency.
  • Performs habitability inspections for various programs offered by the City.
  • Coordinates and assists in U.S. Housing and Urban Development (HUD) Environmental Reviews for single family residential projects.
  • Performs ongoing construction inspections to ensure deadlines are met.
  • Reviews contractor bid result cost estimates and identifies areas for cost savings.
  • Draws preliminary sketch of construction designs.
  • Completes project final inspections; ensures receipt of all contractor lien releases and warranty information.
  • Prepares and completes contractor payment and project change order requests.
  • Reviews, revises, and recommends updates to Housing Rehabilitation Program Standards.
  • Coordinates with City Procurement division by submitting specifications, cost estimates and bid documents for bid process.
  • Performs Federal Davis-Bacon inspections for applicable projects.
  • Fosters positive employee relations and employee morale on a City-wide basis.

High school graduation or possession of an acceptable equivalency diploma with three to five (3-5) years experience in construction industry, with residential remodeling experience including writing specifications, cost estimation, preparing plans/drawings, blueprints, inspections and monitoring construction contracts. Must possess a valid Florida State Driver's License. Must successfully complete the Lead Safe certification within (1) year of hire date and maintain this certification during employment with the City in this classification.

Knowledge of construction methods and practices including minimum housing, building, zoning, related codes and regulations including ADA compliance. Preferred knowledge of Code of Federal Regulations (CFR) including Davis-Bacon wage requirements in the Community Development Block Grant Program (CDBG).
