Job Description
The Maintenance Manager is responsible for directing the mechanical, electrical, and instrumentation maintenance programs for the Annacis Island Hydrothermal Liquefaction (HTL) Demonstration Facility. Because this is a highly experimental plant operating under extreme high-temperature and high-pressure conditions, the Maintenance Manager plays a critical role from the very beginning of the contract, leading the development of foundational maintenance procedures before the plant even begins processing sludge.
Phase 1:
Pre-Operational Procedure & Manual Development
During the first phase of the contract (prior to Commissioning), the Maintenance Manager will focus heavily on drafting and finalizing the foundational documents required to safely maintain the facility.
Documentation & SOPs:
Receives draft documents from the design engineers and vendors and develops the final, site-specific Operations and Maintenance (O&M) Manuals, Systems Overview Manual, Standard Operating Procedures (SOPs), and Standard Maintenance Procedures (SMPs).
Maintenance Checklists:
Creates comprehensive per-shift and weekly O&M checklists for all critical equipment.
Safety & Regulatory Audits:
Participates in virtual and in-person meetings with the engineering teams to review process control narratives, and actively participates in formal Safety Audits to identify hazards and potential solutions.
TSBC Coordination:
Initiates and leads discussions with Technical Safety BC (TSBC) to establish and document strict protocols for maintaining and servicing regulated high-pressure equipment and piping.
Phase 2:
Start-Up & Commissioning
Observation & Deficiency Identification:
Attends the 6-week Start-up and Testing phase (conducted on water by the general contractor) to observe, learn equipment details, and participate in a formal walk-through to identify any deficiencies prior to the official Turnover.
Commissioning Execution:
Directs specialized O&M maintenance staff to fully support the Lead Operators during the intensive 4-week sludge Commissioning phase, which operates 24 hours a day, 7 days a week.
Turnover Readiness:
Ensures all maintenance folders, spare parts inventories, specialized tools, and warranty materials are organized and accepted during the Acceptance for Commissioning.
Phase 3:
Ongoing Operations & Maintenance
Preventative & Corrective Maintenance:
Manages the site's maintenance schedule and directs personnel (including certified electricians, welders, and licensed boiler/piping contractors) to keep the facility in optimal condition and minimize downtime.
Regulated Maintenance:
Organizes inspections to return regulated equipment to operation following maintenance activities, ensuring verbal or written approval is received from TSBC prior to beginning regulated maintenance work.
Specialized Execution:
Oversees critical routine maintenance tasks ensuring the safe execution of controlled bolting in accordance with the ASME PCC-1 standard.
Budget & Repairs:
Evaluates equipment breakdowns and manages non-scheduled repair expenditures, adhering to the facility's strict Repair Limit budget.
Qualifications
Degree in Engineering or Maintenance Management.
Minimum of 10 years of maintenance experience specifically in similar high-temperature, high-pressure industrial process applications.
Proven corporate and field experience acting as a Key Individual in managing complex operation and maintenance (O&M) projects.
Extensive experience implementing Computerized Maintenance Management Systems (CMMS) and managing preventative maintenance schedules.
Strong knowledge of industrial standards (ASME, Technical Safety BC, WorkSafeBC) and experience leading discussions with regulatory safety authorities.
Effective leadership and communication skills to coordinate multi-disciplinary trades, subcontractors, and engineering teams.
Proficiency in the care and use of all site specific, facility required PPE (Personal Protection Equipment).
Valid Driver's license and safe driving record.
